TOWARDS TANZANIA DEVELOPMENT VISION 2050: How UNESCO National Commission advances digital learning for knowledge-based society

DAR ES SALAAM: IMAGINE a classroom where a student in Kigoma has access to the same quality learning resources as another student in Dar es Salaam.

Imagine a teacher in Mtwara using Artificial Intelligence (AI) to prepare engaging lessons, while a university student in Zanzibar accesses millions of research materials through digital libraries connected to global knowledge networks.

Imagine young entrepreneurs using digital skills acquired through education to create innovative businesses and employment opportunities that contribute to national development. This is no longer a distant vision. It is the reality of the twenty-first century.

Across the world, digital technologies are transforming the way people learn, teach, communicate, innovate and work. Education systems are evolving to prepare learners for a future driven by knowledge, technology and innovation. As countries embrace digital transformation, Digital Learning has become one of the most important investments for building a competitive, inclusive and knowledge-based society.

For Tanzania, this transformation presents an opportunity to prepare present and future generations with the competencies required to succeed in an increasingly digital world. It also supports the country’s long-term aspiration of becoming a prosperous, innovative and globally competitive nation under the Tanzania Development Vision 2050.

Recognising the importance of this transformation, the Government of the United Republic of Tanzania continues to strengthen the education sector through investments in digital infrastructure, innovation, science and technology.

These efforts are creating an enabling environment for expanding digital learning across the country. Supporting these national efforts is the UNESCO National Commission of the United Republic of Tanzania, which serves as the government’s principal coordinating body for UNESCO programmes.

Through its coordination role, the Commission facilitates collaboration between Tanzania and UNESCO while promoting international knowledge, policy dialogue, partnerships and best practices that contribute to strengthening education and advancing sustainable national development.

As Tanzania moves towards Vision 2050, the Commission continues to support initiatives that encourage the responsible integration of digital technologies into education, ensuring that learners, teachers and educational institutions are equipped with the knowledge, digital skills and innovative mindset needed to thrive in a rapidly changing world.

Understanding Digital Learning

Before exploring its contribution to Tanzania Development Vision 2050, it is important to understand what Digital Learning means. Digital Learning refers to the use of digital technologies to improve teaching, learning and access to education. It combines traditional education with modern technologies that enable learners to acquire knowledge more effectively, regardless of time or location.

Digital learning includes online learning platforms, virtual classrooms, educational applications, digital libraries, multimedia learning resources, interactive educational content and Artificial Intelligence powered learning tools. Rather than replacing teachers, these technologies enhance teaching by making learning more engaging, interactive, personalised and accessible.

Unlike conventional classroom learning, digital learning enables students to continue learning beyond the classroom. Learners can access educational materials through computers, tablets, mobile phones and internet-based platforms, allowing education to become more flexible and responsive to individual learning needs.

For teachers, digital learning provides opportunities to improve lesson preparation, access global teaching resources, monitor learners’ progress more effectively and adopt innovative teaching methods that enhance learning outcomes.

For higher learning institutions and research organisations, digital learning expands opportunities for research collaboration, access to international academic resources and knowledge exchange across borders.

In today’s knowledge economy, digital learning is therefore not simply about technology. It is about developing people with the knowledge, creativity, critical thinking, problem-solving abilities and digital competencies needed to contribute meaningfully to national development. Why Digital Learning Matters Today

The world is experiencing unprecedented technological change. Artificial Intelligence, robotics, cloud computing, big data, digital communication and automation are transforming almost every sector of society, including education, healthcare, agriculture, manufacturing, finance and public administration.

These changes are also transforming the nature of work. Many of today’s learners will eventually work in careers that require digital competencies, innovation, adaptability and continuous learning. Some future occupations have not yet been created, while many existing jobs are rapidly evolving due to technological advancement.

As a result, education systems can no longer focus solely on memorisation and traditional classroom instruction. They must prepare learners to think critically, solve complex problems, collaborate effectively, embrace innovation and use technology responsibly.

Digital learning therefore enables education systems to produce graduates who are prepared not only for today’s labour market but also for the opportunities and challenges of tomorrow.

For developing countries such as Tanzania, investing in digital learning is also an investment in economic growth, improved public service delivery, scientific research, entrepreneurship and national competitiveness. It is this understanding that has placed digital learning at the centre of global education reforms and international development agendas.

UNESCO’s Global Leadership in Advancing Digital Learning

As education systems continue to evolve in response to rapid technological change, UNESCO has remained at the forefront of promoting digital transformation in education worldwide.

Through its constitutional mandate to promote peace and sustainable development through education, science, culture, communication and information, UNESCO works closely with its Member States to ensure that technological progress contributes to equitable, inclusive and quality education for all.

Central to UNESCO’s global education agenda is Sustainable Development Goal 4 (SDG 4), which calls for inclusive and equitable quality education and lifelong learning opportunities for everyone.

UNESCO recognises that digital technologies, when applied responsibly and ethically, can significantly improve access to education, enhance teaching and learning, strengthen education systems and reduce inequalities in access to knowledge.

To support Member States, UNESCO has developed internationally recognized policy frameworks and guidance that help countries integrate digital technologies into education. Among the most influential is the UNESCO ICT Competency Framework for Teachers, which provides guidance on equipping educators with the digital competencies needed to deliver effective teaching in the digital age.

Recognising the growing influence of Artificial Intelligence, UNESCO also adopted the Recommendation on the Ethics of Artificial Intelligence (2021)—the world’s first global normative framework on the ethical development and use of AI. The recommendation encourages countries to promote innovation while safeguarding human rights, transparency, accountability, privacy, inclusion and human dignity.

These global frameworks demonstrate that digital learning is not merely about introducing computers into classrooms. Rather, it is about transforming education systems to prepare learners with the competencies required to succeed in a rapidly changing world while ensuring that no one is left behind.

The Strategic Role of the UNESCO National Commission of the United Republic of Tanzania

Within Tanzania, the UNESCO National Commission of the United Republic of Tanzania plays a strategic role in translating UNESCO’s global priorities into national action.

As the government’s principal coordinating body for UNESCO programmes, the Commission serves as an important link between UNESCO, government institutions, higher learning institutions, research organizations, civil society, the private sector and development partners.

Through this coordinating role, the Commission facilitates Tanzania’s participation in UNESCO’s international programmes, policy dialogues, technical meetings and knowledge-sharing platforms.

These engagements enable the country to benefit from global experience, emerging innovations and evidence-based policy approaches that support national development priorities.

In the area of digital learning, the Commission promotes dialogue on emerging issues such as digital transformation in education, Artificial Intelligence, Media and Information Literacy (MIL), digital ethics, online safety and lifelong learning.

By encouraging collaboration among stakeholders, the Commission contributes to strengthening national capacity to respond to the opportunities and challenges presented by rapidly evolving digital technologies.

The Commission also supports the exchange of knowledge and good practices between Tanzania and the international community. Through UNESCO’s global networks, Tanzanian institutions, experts and professionals gain opportunities to participate in international conferences, technical cooperation initiatives and capacity-building programmes that enhance national expertise and strengthen institutional development.

Beyond facilitating international cooperation, the Commission plays an important advocacy role by promoting UNESCO’s values of equity, inclusion, gender equality and lifelong learning. It encourages the responsible use of technology to ensure that digital transformation benefits all members of society, including women and girls, young people, persons with disabilities and communities living in remote areas.
