Speaker Zungu calls for legal bottlenecks in PPP projects to be addressed

THE Parliament has intervened in the slow implementation of Public-Private Partnership (PPP) projects, warning that delays in these projects are causing significant losses in national revenue and slowing the delivery of development commitments to citizens.
In response to the situation, on June 15, 2026, the Speaker of Parliament Mussa Zungu issued an urgent directive to the Chief Executive Officer of the PPP Centre, David Kafulila, in collaboration with the Attorney General (AG), Hamza Johari, to submit a comprehensive list and analysis of all PPP projects across the country during a joint session with the Parliamentary Budget Committee on June 25, 2026.
The Speaker further noted that some investors have been leaving the country or withdrawing from projects due to an unpredictable legal environment and laws perceived as restrictive. Parliament has therefore called for reforms to laws and regulatory frameworks in order to attract and retain private sector investors.
In his concluding remarks to Parliament, the Speaker emphasized that if PPP projects are approved and managed within a sound legal framework, they will generate substantial revenue for the government. These funds can then be used directly to improve essential public services, including the construction of decent housing for citizens, enhancement of public servants’ salaries, and strengthening of the health and education sectors across the country.
