Integrity in public service up by 9pc- survey 

THE government has unveiled the findings of the Public Service Integrity Survey that indicate that integrity in the public service has increased to 75.9 per cent up from 66.9 per cent that was recorded in the last survey conducted in 2014.

The findings were released here by the Minister of State in the President’s Office, Public Service Management and Good Governance, Ms Jenister Mhagama.

The new statistics come as Tanzania joins other United Nations (UN) member states to commemorate the Human Rights Day and the International Anti-Corruption Day that will be marked at the national level in Dodoma today.

Human Rights day is celebrated every December 10, to create awareness and mobilise political will to promote respect for the rights and freedoms enshrined in the Universal Declaration of Human Rights adopted by the UN General Assembly in 1948.

The 2022 Theme of Human Rights Day is ‘Dignity, Freedom, and Justice for All.’ Both the Declaration and WHO’s Constitution assert that health is a fundamental human right for all people.

Releasing the findings of the Public Service Integrity Survey 2022 yesterday, Ms Mhagama said her ministry commissioned Dr Francis Mwaijande, a consultant from Mzumbe University—Dar es Salaam Campus to conduct the survey on behalf of the government.

According to the minister, the 2022 survey was the third to be conducted by the government. She noted that the first survey was conducted in 2006 to get baseline information, which indicated that during that period ethics and integrity in the country stood at 56.4 per cent.

“The similar survey was later conducted in 2014 and it indicated that ethics and integrity had increased to 66.9 per cent,’’ she said adding that the 2022 figures has seen figures increasing to 75.9 per cent, meaning that it had recorded an average increase of 9.8per cent from the 2014 numbers.

According to Ms Mhagama, the main aim of conducting the survey was to identify if there was an increase in the number of public servants who were considering integrity and ethics in the course of discharging their duties.

“The survey also sought to get views from stakeholders on whether public servants were intensifying integrity, looking if there are internal forces from leaders in supervising integrity as well as going through several surveys on integrity with a view to getting broader information on views provided by all important stakeholders,’’ she said.

During the 2022 survey, the minister said, the sample size was 1,429 out of which 793 were men (55.5 per cent) and 636 were women (44.5).

“Also in considering checks and balances, about 700 interviewees (49 per cent) were public servants while 729 persons (51 per cent) were those outside the public service.

The climax for 2022 International Anti-Corruption Day (IACD) and the Human Rights Day will jointly be marked at the Nyerere Square Grounds in Dodoma today.

Minister for Justice and Constitution, Dr Damas Ndumbaro, said the government would continue stepping up efforts aimed to stem out all forms of corruption, embezzlement and violation of human rights in the daily executions of public and private sectors in order to accelerate economic pace in the country.
