CHRAGG clears air on student’s death

FINDINGS of the investigation by Commission for Human Rights and Good Governance (CHRAGG) have cleared up speculations that a University of Dodoma (UDOM) student Nusura Hassan Abdallah died in an accident that involved the Deputy Minister of State President’s Office Regional Administration and Local Government (POLARG) Dr Festo Dugange.

The Commission’s investigation established that the death of Nusura was caused by diabetic ketoacidosis with hypovolemic shock and moderate anaemia as it was confirmed by the doctors of the Faraja Hospital in Himo, in Kilimanjaro Region, where she was rushed for treatment after suffering a short ailment.

The Commission conducted an investigation following rumours that there was an indication of breach of human rights and principles of good governance from a car accident that Dr Dugange got on April 25th this year.

Rumours had it that Dr Dugange was with the late Nusura in the car when he got in an accident and that the latter succumbed to serious injuries.

During its investigation, the commission gathered details from various sources including visiting the areas where the deputy minister got in an accident, his home, Dodoma police traffic station, Benjamin Mkapa Hospital and at the UDOM.

The commission also paid visit to Mandewa village in Singida Region, where parents of Nusura lives, Mtakuja village in Iramba District, where the deceased was buried, the office of the Kilimanjaro Regional Police Commander, Faraja Hospital and other areas, where was necessary for gathering information on the matter.

In a report that was signed by Commission Chairperson Judge (Rtd) Mathew Mwaimu, shows that the deputy minister was all alone in his own vehicle Toyota Land Cruiser GXR V8 with registration number T454 DWV that was involved in the accident.

“In the night of April 25th to 26th this year, there was a car accident that occurred at Iyumbu area near the Junction to Mfano Primary School in Dodoma, the vehicle diverted from the main road and hit the tree before overturning,”

“The accident left Dr Dugange with multiple injuries and he was struggling to get assistance to hospital. In the early hours of April 26th, 2023, he managed to get help from a motorcyclist who took him to Benjamin Mkapa Hospital for treatment,” read part of the statement.

It explained further that, on April 27th, 2023, a UDOM student, Nusura travelled to Moshi in Kilimanjaro Region aboard Manning Nice bus following the delay of the Capricon bus that she had booked earlier.

She dropped in Babati, Manyara Region and proceeded to Arusha in a Toyota Coaster before boarding the Ibra Line bus that took her to Moshi in Kilimanjaro Region.

According to the findings, upon arrival in Moshi, the late Nusura was received by her boyfriend who was identified as Juma Kundya, who took her to his home, around 23.00 hours of the same day.

“The aim of the trip was to discuss with her boyfriend on the day that Juma would visit Nusura’s parents for an official introduction. She had planned to stay in Moshi until May 2nd 2023 when she would return to Dodoma,” CHRAGG report read.

The report explains further that, the last time the late Nusura communicated with her parents was on April 29th this year, while on May 1st this year; she spoke to her friend– a college mate at the UDOM.

It added that, in the evening of May 1st, this year, the late Nusura prepared dinner and they ate together with her boyfriend, who was with his niece. But shortly after finishing up the food, Nusura started feeling unwell and she spewed.

“She was rushed to the Furaha hospital for medical attention; however, she passed on around 23.00 hours of the same day,” said the CHRAGG chairperson, adding; “Diagnosis held at the hospital shows that Nusura’s death was caused by diabetic ketoacidosis with hypovolemic shock and moderate anaemia, and the doctor who attended her proved that she had no any injury.”

He explained that the remaining food that they ate on that day and her vomit were taken to the Government Chemist Laboratory Authority (GCLA) that found no indication of any food poisoning.

From information that was gathered in all the places, the commission established that no any person was responsible for the death of Nusura,

“We are also aware of the on-going measures that are being taken by other institutions including the Police Force and the Office of the Director of Public Prosecution (DPP) in dealing with the matter,” CHRAGG further said in its report.

The commission called on the government to take measures against those who were involved in circulating the misleading information that created tension.
