DAR ES SALAAM: THE ruling Chama Cha Mapinduzi (CCM) will centre its campaign for the November 27 Local Government Elections around President Samia Suluhu Hassan’s 4Rs strategy-Reconciliation, Resilience, Reforms and Rebuilding.
Addressing CCM members and leaders in Dar es Salaam yesterday, the Secretary for Ideology, Publicity and Training and a member of the party’s National Executive Committee (NEC), Mr Amos Makalla said that the party would focus on showcasing the developmental progress achieved under President Samia’s leadership at the grassroots level — from villages and hamlets to urban streets.
“This election will be driven by the 4Rs philosophy introduced by President Samia — Reconciliation, Resilience, Reforms and Rebuilding,” said Mr Makalla.
“CCM promises a civil and peaceful campaign and we urge other political parties to adopt the same principles as the campaigns begin on November 20th to 26th this year,” he said.
Mr Makalla further stressed that the party’s campaign would be guided by ideology and a shared commitment to Tanzania’s unity.
He urged that the election should conclude peacefully, with the nation remaining united. “CCM’s words are backed by actions,” he affirmed.
Given the achievements of the government under President Samia’s leadership, Mr Makalla noted that every CCM member given a platform would have much to contribute during the campaign.
“Insults and ridicule will have no place in our campaigns,” he added.
He also directed CCM leaders at the grassroots level from the ten-cell leaders to mobilise registered voters to come out and vote on November 27th.

Mr Makalla said that voter registration efforts had been successful due to mobilisation at both the local and national levels.
“From November 21, we will begin reminding citizens to come out and vote. CCM’s position is clear: securing power within Tanzania’s electoral system begins at the local government level and from there, we build momentum toward the general election,” said Mr Makalla.
In a related development, Makalla commended CHADEMA Vice-Chairman Tundu Lissu for his honesty in acknowledging the party’s challenges in fielding candidates in all electoral areas.
He contrasted Lissu’s transparency with CHADEMA Chairman Freeman Mbowe, who had reportedly threatened to dismiss leaders who failed to field candidates in all wards.
“Yesterday, Tundu Lissu admitted that under the current circumstances, CHADEMA cannot field candidates everywhere.
I commend Lissu for his honesty, which is more than what his chairman has demonstrated,” Makalla said. Makalla further noted that CHADEMA’s inability to field candidates in all areas highlighted their lack of readiness to assume power.
“You cannot take power by fielding candidates in only a few areas. CCM has shown its preparedness by fielding candidates across the entire country, affirming our commitment to governance and leadership,” he concluded.
