Zero-Tariff Treatment for Africa: Unlocking greater opportunities for Tanzania in China’s ultra-large market

THIS year, practical cooperation between China and Africa will embrace major favorable policy. Starting May 1, 2026, China will fully implement zero-tariff treatment on 100% of tariff lines for 53 African countries that have established diplomatic relations with China.

This measure covers all product categories and comes with no quotas or political conditions. This unilateral opening-up initiative represents a vivid example of China’s principle of sincerity, real results, amity, and good faith and its commitment to pursuing the greater good and shared interests.

It injects strong momentum into Africa’s development, while presenting Tanzania— a gateway to East Africa— with a historic opportunity to upgrade trade, revitalize industries, and improve people’s livelihoods. It also highlights China’s commitment to standing in solidarity with Africa and joining hands to advance modernization.

I. Zero-Tariff Policy: A Milestone Breakthrough in China-Africa Cooperation

China’s zero-tariff policy for Africa is not a temporary measure, but a consistent and progressively deepening institutional arrangement.

From its initial application to 33 least developed countries in Africa in December 2024, to its full expansion to all African countries with diplomatic relations with China by 2026, China is turning its Ultra-Large Market into opportunities for Africa’s development through actions that truly honor commitments.

The policy covers all sectors including agricultural products, minerals, light industry, and manufacturing.

Supporting measures such as the green channel for African agricultural exports to China, digitalization of rules of origin, and mutual recognition of inspection and quarantine are being upgraded simultaneously, greatly reducing customs clearance costs and time, and enabling quality African products to reach the Chinese market directly.

This is the first time a major global economy has introduced across-the-board zero tariffs on African products— a move aimed at breaking trade barriers and upholding multilateralism.

II. Multifaceted Benefits: Tangible Gains for Tanzania from the Zero Tariff Policy

As a key economy in East Africa and a close partner of China on the continent, Tanzania stands as a primary beneficiary of the zero-tariff policy, reaping comprehensive gains across its economy, industries, people’s livelihoods, and trade.

(1) Upgraded Trade: A Leap in Export Competitiveness

Tanzania’s exports to China are primarily composed of its advantageous agricultural products. In 2025, bilateral trade between China and Tanzania reached US$11.28 billion, marking a 27% yearon-year increase.

With the implementation of the zerotariff policy, tariff costs have been eliminated, significantly enhancing the price competitiveness of Tanzanian specialty products in the Chinese market.

At the same time, exports of Tanzania’s advantageous products such as gold, gemstones, and graphite continue to expand. The first batch of Tanzanian honey has already entered the Chinese market via the green channel, serving as a sweet bond of livelihoodoriented trade between China and Africa.

Agricultural products like sesame and cashew nuts, leveraging the zero-tariff dividend, have become preferred choices for Chinese purchasers, boosting both export volumes and profit margins. This drives Tanzania’s transition from resource-based exports to a more branded and scaled export model.

(2) Industrial Revitalization: Unlocking the Potential of Agriculture and Industrialization

Agriculture accounts for nearly 30% of Tanzania’s GDP and sustains the livelihoods of millions. The zerotariff policy will promote the standardized and large-scale development of the agricultural sector, facilitating the integration of contract farming, deep processing, and cold chain logistics.

This will accelerate the transition from primary product exports to high-value-added processing. In the mining sector, key minerals such as gold, graphite, and tanzanite will benefit from zero-tariff clearance, attracting investment and enhancing extraction and processing capabilities, thereby strengthening a pillar of Tanzania’s industry.

Meanwhile, sectors like light manufacturing, textiles, and leather goods can leverage zero tariffs to expand into the Chinese market, driving the growth of local manufacturing and advancing Tanzania’s industrialization, helping the country move beyond a mono-structure economy.

(3) Improved Livelihoods: Stabilizing Employment, Boosting Incomes, and Enhancing Public Welfare

The expansion of exports directly drives job creation across sectors such as farming, processing, logistics, and trade, leading to steady income growth for farmers, small and medium-sized enterprises, and workers, with tangible progress in poverty reduction.

From cashew processors in Mtwara, to avocado growers in the Southern Highlands, and seaweed farmers along the coast, the zero-tariff policy enables ordinary people to share the benefits of development. More stable export prospects and broader market access make Tanzania’s economic growth more resilient.

(4) Deepened Cooperation: Consolidating the Foundation of Comprehensive Strategic Cooperative Partnership Between China and Tanzania

The zero-tariff policy removes trade barriers and catalyzes integrated development between China and Tanzania in areas such as infrastructure, production capacity cooperation, agricultural technology, and talent training.

China-built ports, railways, roads, hospitals, and schools in Tanzania, in synergy with the dividends of the zero-tariff trade, are fostering a framework of unimpeded trade, enhanced connectivity, and stronger people-to-people bonds.

By leveraging the Chinese market and technological support, Tanzania can accelerate its integration into global industrial chains, elevate its standing within the East African Community and the African Continental Free Trade Area, and achieve sustainable development.

III. China’s Commitment: A Steadfast Partner in Africa’s Development and Revitalization

China’s zero-tariff policy for Africa is not a one-sided concession, but a strategic choice for mutual benefit and common development. It reflects three clear commitments.

First, China is sincere and friendly, and attaches no political conditions. China always respects the development paths independently chosen by African countries.

The zero-tariff policy is purely aimed at promoting trade and development, with no political prerequisites and non-interference in other countries’ internal affairs. Unlike certain countries that engage in trade bullying and arbitrary pressure, China stands on the side of equality and mutual respect.

Second, China is pragmatic and responsible, honoring its commitments with concrete actions. From the ten partnership actions outlined at the Forum on China-Africa Cooperation (FOCAC), to the implementation of zero tariffs and increased investment support, China delivers on its promises. By forgoing substantial tariff revenue, China shares its development opportunities with Africa, acting as a steadfast supporter, participant, and contributor to Africa’s modernization.

Third, China advocates shared progress and the building of China-Africa Community with a Shared Future. China firmly believes that without the modernization of China and Africa, there can be no global modernization.

The zerotariff policy serves as a vital bridge in the joint pursuit of modernization by China and Africa. By fostering trade prosperity, industrial upgrading, and improved livelihoods, China and Africa are moving from trade cooperation toward full industrial chain collaboration, ensuring that Africa is not left behind in global development.

China’s zero-tariff policy for Africa is a policy of friendship, development, and mutual benefit. For Tanzania, it represents a golden opportunity to unlock economic potential, improve people’s welfare, and enhance its international standing.

For China-Africa relations, it marks a new starting point for deepening traditional friendships and expanding cooperation. China will continue to uphold the principle of sincerity, real results, amity, and good faith, using the zero-tariff policy as a catalyst to work with Tanzania and all African countries in facilitating trade, deepening cooperation, and promoting shared development, so that the flower of China-Africa friendship will bloom forever.
