THE Tanzania Roads Association (TARA) is advocating for a legal mandate requiring foreign contractors to partner with local companies through joint ventures on infrastructure projects.
TARA Chairman, Mr Joseph Haule, stated that although the country has a local content policy, a legal framework would provide more emphasis on this matter.
Mr Haule, who is also a National Committee member of the World Road Association, made these remarks over the weekend when addressing the media about the upcoming International Conference on Transport Asset Management 2025, scheduled to take place in Arusha Region from April 9 to 11.
“The government has made strides in enabling local contractors to secure domestic contracts. However, a legal provision requiring foreign contractors to specify their local partners and budget allocation would greatly enhance local participation,” he said.
Regarding the conference, Mr Haule emphasised that it would provide a platform for countries, including Tanzania, to demonstrate their commitment to improving transportation infrastructure and adopting best practices in asset management.
He highlighted that one of the major challenges facing Tanzania is the difficulty in fully implementing local content policies for engineers due to the lack of robust laws to ensure compliance.

He stressed the importance of establishing a legal framework to support the effective execution of these policies.
The conference will cover key topics such as innovative solutions to contemporary transport challenges, fostering stakeholder collaboration in network building and sustainable practices in transport asset management with a focus on environmental impact.
“Delegates will also discuss policy recommendations and formulate actionable strategies to enhance logistics, investments and sustainable planning approaches,” Mr Haule added.
The conference, which is expected to attract over 200 delegates from more than 35 countries, will feature experts, speakers and key stakeholders, including government officials.
It aims to facilitate knowledge exchange, capacity building and the development of innovative solutions to challenges in transport asset management, while also discussing strategies for improving transport infrastructure and promoting sustainability.
