PM urges Home Affairs officials to embrace 4R philosophy

KILIMANJARO: PRIME Minister Kassim Majaliwa on Saturday directed the Ministry of Home Affairs’ senior officials and heads of the security agencies under the docket to actively implement and embody President Samia Suluhu Hassan’s 4R philosophy to accelerate the achievement of the intended goals.

Opening the retreat for the Ministry of Home Affairs’ officials and heads of security agencies in Kilimanjaro Region, the Premier emphasised the importance of thoroughly understanding and practically applying the philosophy to ensure smooth implementation of various development programmes.

“I firmly believe that the leadership of the Ministry has a good grasp of this philosophy and this retreat is ample evidence of its practical application,” said Mr Majaliwa.

He said the philosophy focuses on Reconciliation, Resilience, Reforms and Rebuilding the nation and that all officials and heads of departments must focus on its implementation for the mutual development of the nation.

“I call upon all officials under the Ministry of Home Affairs to continue participating and fully living out this philosophy,” he noted.

He added that the retreat is crucial for reminding government officials to ensure they perform their duties effectively and in accordance with professional and legal standards.

“The seminar provides an opportunity for senior officials to learn new methods and procedures in their duties. This includes new technologies, improved security methods and modern crime-fighting techniques,” said Mr Majaliwa.

On his part, Minister for Home Affairs, Engineer Hamad Masauni, expressed gratitude to President Samia for her sincere efforts to improve the Ministry’s performance and its agencies, including the Police Force, Prisons, Immigration, Fire and Rescue Force and the National Identification Authority (NIDA).

“These improvements include a historic promotion of approximately 50,971 officials including police officers. He added that the government under President Samia’s leadership has increased the Ministry’s budget for development projects to 262.2 bn/- in 2024/25.

According to Eng Masauni, the increase of the budget has helped in the acquisition of equipment, including vehicles, machinery, boats, ICT equipment and more.

In May the National Assembly endorsed the Ministry of Home Affairs’ 1.7tri/- budget for 2024/2025 fiscal year with six priorities that aim at improving the services and performance of the Police Force, Prisons Service, Immigration Service, Fire and Rescue Force, Refugees Service and Community policing.

The budget increased by 418bn/-, from 1.2tri/- that was allocated to the docket in the 2023/2024 financial year.

In another development, Prime Minister Majaliwa has said the government has been implementing specific strategies and initiatives to ensure the provision of quality services for newborns.

Speaking to participants of Maendeleo Bank Charity Marathon 2024 in Dar es Salaam yesterday, the Premier said by July 2024, specialised services for newborns and the Kangaroo Mother Care programme have been established in 245 hospitals across the country.

“The government has made significant reforms to expand access to services for newborns,” he explained.

Mr Majaliwa said that the listed achievements are the result of the government’s commitment under President Samia Suluhu Hassan to reduce newborn mortality rates in the country.

“The goal is to reach Sustainable Development Goal No.3, which aims to lower the rate of deaths to below 12 per 1,000 live births by 2030, down from 24 per 1,000 live births in 2022.”

The Premier commended the bank for leading the campaign to save newborns’ lives. He said the bank is continuing to support various hospitals in the country including KCMC where they bought infant baby warmer bed, special for premature babies.

Deputy Minister for Health, Dr Godwin Mollel, said the government is continuing to support KCMC Hospital by providing funds for medicine and medical equipment. ‘During her visit recently in Kilimanjaro, President Dr Samia Suluhu Hassan inaugurated the cancer building and directed the allocation of 5bn/- to the facility.

He said that so far 3bn/- has already been disbursed and that 1bn/- will be disbursed   within the next two weeks while the remaining 1bn/- will be dished out before January 2025.

Earlier, Acting Managing Director of Maendeleo Bank, Mr Peter Tarimo said the bank is committed to supporting the improvement of health services due to significance needs.
