OUT urges academic dialogue for national growth

DAR ES SALAAM: THE Open University of Tanzania (OUT) has underscored the vital role of academic dialogue within higher education institutions as a key driver for national development.

Speaking during a working session with OUT staff at his first official engagement in Dar es Salaam over the weekend since his appointment on June 2, 2025, newly appointed ViceChancellor Prof Alex Makulilo stressed the importance of strengthening scholarly discourse in universities. He succeeds Prof Elifas Bisanda, who has retired from the position.

Prof Makulilo said there is a need to enhance academic discussions in higher education due to their importance.

“These dialogues will help expand knowledge, skills and understanding of government policies, plans and strategies aimed at bringing development to citizens.” He further said that such discussions would spark critical thinking, reflection and positive ideas that can push forward progress for society at large.

“It is essential that we cultivate a culture of academic discourse in order to contribute meaningfully, as an institution, to both our local community and the international society on various societal matters and their implications,” he said.

Prof Makulilo also called upon all staff members to uphold patriotism and a deep sense of responsibility towards the institution, saying such dedication is a key pillar in advancing OUT’s mission.

“In the coming days, the government will launch the new National Development Vision 2050. It is our duty as a public institution to familiarise ourselves with this vision. We must read it carefully to understand the direction of our country. This, undoubtedly, is one of the ways to nurture patriotism among OUT employees,” he insisted.

On improving institutional performance, the Vice-Chancellor stressed the need for continuous professional development.

He described the importance of equipping staff with both short- and long-term training opportunities to acquire relevant knowledge and skills in line with ongoing advancements in science and technology.

“We will ensure that staff have access to regular training opportunities, which will improve performance and productivity at our institution,” he said.

“This is crucial not only for adapting to the ever-evolving societal changes but also for competing effectively in the higher education sector.” Furthermore, Prof Makulilo pledged to enhance innovation within the university to boost revenue generation through diverse channels. “It is evident that we must expand our thinking by introducing various academic programmes and establishing reliable systems to transform our university into a Smart Campus,” he remarked.

He added, “We must develop programmes that can reach and attract the expectations of diverse groups within our society. Many universities are now adopting models similar to ours Open and Distance Learning so we must remain competitive.” Prof Makulilo’s address signals a renewed commitment by OUT to academic excellence, innovation and alignment with national development goals.
