LATRA bolsters tracking system to curb road crashes

ARUSHA: THE Land Transport Regulatory Authority (LATRA) has launched a driver identification button as part of the Vehicle Tracking System (VTS) to monitor bus driver performance and reduce road traffic crashes.
The new system ensures that bus drivers do not exceed the regulated 8-hour driving limit before switching with another driver.
Speaking to the ‘Daily News’ during the 17th Joint Transport Sector Review held in Arusha, LATRA Director General, Mr Habibu Suluo, explained that the purpose of the identification button is to strengthen road safety by monitoring drivers’ schedules and preventing fatigue-related accidents.
Previously, the VTS monitored only bus speed and driving behaviour, without tracking the individual driver on duty.
“Now, we certify drivers after they pass our exams and we issue identification buttons that allow us to monitor their driving hours,” Mr Suluo explained.
“LATRA regulations require drivers not to exceed 8 hours without switching. By tracking drivers with this button, we can ensure the required changeover happens and we know exactly who is driving at any given time,” he added.
LATRA has also developed a Passenger Information System (PIS) to allow passengers and their families to monitor bus speed and location.

By accessing the website pis.latra.go.tz and entering the bus registration number, passengers can track the bus’s speed and location in real time.
“The system is available 24 hours and if passengers see the bus exceeding 80 km/h, they can dial LATRA’s call centre, where agents can notify the driver or bus owner. The system also has an automatic fineissuing function,” said Mr Suluo.
Mr Suluo stated that LATRA in collaboration with the Bus Owners Association (TABOA) have developed an electronic ticketing system.
This system requires drivers or attendants to produce trip records showing passenger details, with copies provided to police, the bus company and the onboard staff.
LATRA’s system, known as the Central Electronic Ticketing System (CTS), allows real-time updates as passengers board, helping LATRA to track bus occupancy and verify passenger details.
To enhance accountability, LATRA has entered into an agreement with the National Insurance Regulatory Authority (TIRA) to assist passengers in obtaining compensation in case of an accident.
“In the event of an accident, passengers need to come to LATRA to help them with compensation claims. All buses have insurance, but due to lack of knowledge, many people do not receive compensation. With this new system, we aim to change that,” said Mr Suluo.
