FSDT: Transforming TZ’s financial sector for a prosperous future

DAR ES SALAAM: THE Financial Sector Deepening Trust (FSDT) has been a cornerstone of financial inclusion in Tanzania, playing a pivotal role in the country’s financial sector for the past two decades.

Currently, as FSDT celebrates its 20th anniversary, it reflects on its significant contributions that have not only transformed Tanzania’s economic landscape but also fostered inclusivity for underserved communities.

The institution’s work has reshaped financial services, ensuring that more Tanzanians have access to the financial tools they need to enhance their livelihoods.

Speaking at a recent event in Dar es Salaam commemorating FSDT’s 20th anniversary, Ms Sauda Msemo, Deputy Governor of the Bank of Tanzania (BoT), praised the institution for its transformative efforts in the financial sector.

“When reflecting on the role of FSDT, we see a transformative institution that has catalysed market-oriented solutions, shaped policy decisions and enabled financial services to better align with the needs of Tanzanians,” she remarked.

Ms Msemo highlighted FSDT’s comprehensive research initiatives, such as the National Demand-Side Survey, which have provided critical evidence-based insights essential for fostering inclusive policies and innovative financial products.

This research, along with other initiatives, has enabled the financial sector to better understand the financial behaviours, needs and preferences of Tanzanians, guiding the development of services that address these diverse needs. FSDT’s approach to fostering collaboration across the financial ecosystem has been central to its success.

By uniting policymakers, financial institutions and development partners, FSDT has created a unified approach to tackling barriers to financial inclusion, ensuring that the entire system works together to provide opportunities for all.

This collective effort has been vital in overcoming the challenges faced by underserved communities, enabling them to access services that improve their economic stability. The Chief Executive Officer of FSDT, Mr Eric Massinda, emphasised the institution’s pivotal role in the evolution of Tanzania’s financial sector.

“It is evident that FSDT has played a pivotal role in the evolution of Tanzania’s financial sector. Through data-driven interventions and innovative market solutions, FSDT has successfully enhanced access to financial services for individuals and businesses alike,” Massinda explained.

He pointed out FSDT’s ability to collaborate effectively with policymakers and financial institutions, facilitating the development of financial products tailored to Tanzanians’ needs. Mr Massinda also reflected on the legacy of the late Lawrence Mafuru, former Executive Secretary of the Planning Commission, acknowledging his role in advancing financial inclusion.

“Mafuru’s dedication and vision have inspired the financial sector and his contributions to evidence-driven policymaking remain a cornerstone of FSDT’s mission,” said Massinda.

Dr Charles Mwamwaja, Commissioner for Financial Sector Development at the Ministry of Finance, highlighted the role of FSDT in shaping Tanzania’s financial policy landscape.

“Policy is critical to ensuring a conducive environment for the financial sector to operate, thrive and sustain. FSDT’s contributions, including the National Financial Inclusion Framework and SME Financing Strategy, have laid the groundwork for a more inclusive financial landscape,” Dr Mwamwaja said.

He also noted FSDT’s ongoing collaboration in preparing legislation, such as the Secure Act, aimed at furthering financial inclusion in the country.

The success of FSDT’s initiatives has been made possible not only through local collaborations but also through valuable international partnerships. These collaborations have brought together financial expertise, resources and knowledge from various global institutions, amplifying the impact of FSDT’s work.

Over the years, FSDT has worked closely with international development agencies, donours and partners to implement innovative solutions for financial inclusion.

One such enduring partnership has been with Denmark, whose support has been instrumental in driving FSDT’s vision forward.

Lise Abildgaard Sørensen, the Deputy Head of Mission and Head of Cooperation at DANIDA, spoke about the ongoing collaboration between Denmark and FSDT, highlighting the shared commitment to fostering inclusive financial systems in Tanzania.

“The groundwork has been done. Market infrastructure, access to finance and improved policies are essential for this partnership to impact the daily lives of Tanzanians,” Sørensen said.

She praised FSDT’s innovative solutions, such as microinsurance and mobile banking, which have been critical in improving financial accessibility for underserved communities. Furthermore, FSDT’s role in enabling over 38 million Tanzanians to access national identification has significantly contributed to advancing financial inclusion.

Since its founding, FSDT has worked relentlessly to address the key challenges faced by Tanzania’s financial sector. Through a series of strategic interventions, it has made considerable strides in advancing financial inclusion, focusing on research, SME development, digital finance, policy formulation and gender equity.

FSDT’s research, particularly through its National Demand-Side Surveys, has been instrumental in shaping financial policies in Tanzania.

These surveys have provided valuable data on the financial behaviours and needs of Tanzanians, enabling the design of inclusive products and services that cater to underserved communities.

This research-driven approach has made it possible to craft policies that foster financial inclusion and promote greater access to financial services. In supporting Small and Medium-sized Enterprises (SMEs), FSDT has been a crucial player in offering tailored financing solutions and capacity-building programmes.

These initiatives have not only supported SME growth but also contributed to job creation and economic empowerment, particularly among local communities. By nurturing the development of SMEs, FSDT has helped stimulate local economies and encourage entrepreneurship across the nation.

FSDT has also been a leader in promoting digital financial inclusion, helping bridge the gap between underserved communities and financial services. By championing mobile banking and other digital platforms, FSDT has enabled people in remote areas to access banking services, manage their finances and send money using their mobile phones.

This has broken down geographical barriers and facilitated access to financial services for many Tanzanians who previously lacked such access. Moreover, FSDT has been instrumental in creating and implementing policies that promote financial inclusion.

Its collaborative efforts with regulators and policymakers have been essential in ensuring a balanced approach to public and private sector objectives, fostering a policy environment conducive to inclusive financial services. Through its continued work, FSDT has helped shape a robust framework that supports the growth and sustainability of the financial sector.

Recognising the importance of gender equity, FSDT has launched initiatives aimed at empowering women, particularly in rural areas, to access financial resources.

These initiatives have enhanced women’s economic participation and provided them with the tools they need to start businesses, access loans and contribute to household and community development.

Through its commitment to research, innovation and collaboration, FSDT has played a transformative role in shaping Tanzania’s financial landscape.
