Floods destroy homes and livelihoods, yet communities hold powerful tools for prevention

DAR ES SALAAM: EVERY rainy season, the skies darken and anxiety rises in thousands of low-lying urban neighbourhoods across Tanzania, where residents brace for the familiar threat of flooding.

As torrential rains descend, homes are inundated, livelihoods disrupted, businesses brought to a standstill and the risk of waterborne diseases increases, turning what should be a season of renewal into a period of uncertainty for many families.

In Dar es Salaam, neighbourhoods such as Jangwani, the Msimbazi Valley, Kigogo, Mkwajuni, Vingunguti and parts of Kinondoni have become recurring hotspots.

Heavy downpours, inadequate drainage, rapid urbanisation and continued settlement in flood-prone areas combine to turn rainwater into a destructive force, leaving communities to count the cost long after the waters recede.

Climate change is making the situation worse. More frequent and intense rainfall events have turned flooding into a recurring urban challenge rather than an occasional natural disaster.

Although major infrastructure projects such as flood control dams, river channel improvements and modern stormwater drainage systems remain necessary, they require substantial financial investment and years to complete. Communities therefore cannot afford to wait.

They need practical, affordable and locally driven adaptation measures that can reduce flood risks while strengthening resilience.

From an environmental economics perspective, investing in low-cost flood adaptation is far more costeffective than repeatedly paying for disaster response, repairing damaged infrastructure, treating flood-related illnesses and restoring lost livelihoods.

Preventive measures not only reduce economic losses but also improve public safety and environmental sustainability.

One of the most effective and affordable strategies is improving drainage maintenance. Across many urban centres, drainage channels are blocked by plastic waste, sand and overgrown vegetation, preventing stormwater from flowing freely.

Organising regular community clean-up campaigns before and during the rainy season can significantly improve water flow and reduce localised flooding.

Local governments, community organisations, and residents all have a shared responsibility to keep drainage systems free from obstruction.

Nature-based solutions provide another practical and sustainable approach to flood adaptation.

Planting trees along riverbanks, roadside and open spaces helps absorb rainfall, stabilise soils and reduce surface runoff.

Likewise, protecting wetlands and preserving natural floodplains allows excess water to spread safely during heavy rains instead of inundating residential neighbourhoods.

Community-led tree-planting initiatives can therefore deliver long-term environmental, social and economic benefits at relatively low cost. Households also have an important role to play.

Simple measures such as raising electrical outlets, elevating furniture and household appliances, constructing small protective barriers around homes and using sandbags during heavy rainfall can substantially reduce flood damage.

Where feasible, building houses on raised foundations offers additional protection against seasonal flooding.

Rainwater harvesting presents another affordable adaptation option. Installing rooftop gutters and storage tanks enables households to collect rainwater for domestic use while reducing the amount of runoff entering streets and drainage systems.

Even simple storage containers can help minimise localised flooding while improving water availability during dry periods. Urban flooding can also be reduced by increasing the use of permeable surfaces.

Instead of covering every available space with concrete, homeowners and developers should incorporate gardens, grass, gravel pathways and permeable paving blocks that allow rainwater to infiltrate the soil.

Such measures reduce surface runoff, recharge groundwater and lessen pressure on urban drainage infrastructure.

Information sharing is equally important. Effective early warning systems do not necessarily require sophisticated technology.

Community leaders can use mobile phones, local radio stations, social media platforms and neighbourhood WhatsApp groups to disseminate weather forecasts and flood alerts. Timely information enables residents to move valuables, protect vulnerable family members and evacuate when necessary.

Strong collaboration between the Tanzania Meteorological Authority, local government authorities and communities can further strengthen disaster preparedness.

Land-use planning remains one of the most important long-term flood adaptation strategies.

It is common to find houses constructed in flood-prone areas such as Jangwani, Msasani, and along riverbanks and waterways, exposing residents to recurrent flooding every rainy season.

Continued settlement in these high-risk locations increases household vulnerability while placing additional pressure on urban infrastructure and emergency response services, thereby increasing government expenditure on disaster response and recovery.

Authorities should therefore discourage new developments in highly vulnerable floodplains while promoting safer housing in less hazardous areas.

Meanwhile, existing flood-prone communities can become more resilient through improved drainage infrastructure, safer building practices and strengthened community preparedness rather than relying solely on relocation. Improved solid waste management is another essential component of flood adaptation.

The indiscriminate disposal of plastic bags, bottles and other waste materials blocks drainage channels and worsens flooding.

Expanding waste collection services, promoting recycling initiatives, and strengthening public awareness on proper waste disposal can significantly reduce drainage blockages while improving environmental quality and public health.

Community participation remains the cornerstone of successful flood adaptation. Residents possess valuable knowledge of local flood patterns, vulnerable locations and practical coping strategies developed through experience.

Involving communities in planning, implementing and maintaining adaptation measures increases their effectiveness while fostering a strong sense of ownership and collective responsibility.

Schools, religious institutions and civil society organisations also have a critical role to play by educating communities on flood preparedness, environmental conservation, emergency response and personal safety during flood events.

Encouraging households to prepare emergency kits containing clean water, basic medicines, flashlights, important documents and emergency contact information can further reduce hardship during disasters.

Floods in urban areas such as Dar es Salaam cannot be eliminated entirely, but their impacts can be significantly reduced through affordable and practical interventions.

Improved drainage maintenance, nature-based solutions, rainwater harvesting, permeable surfaces, better waste management, household flood-proofing, effective early warning systems and sound land-use planning offer realistic opportunities for building resilient cities.

As Tanzania continues to urbanise and climate risks intensify, investing in community-based flood adaptation is not merely an environmental necessity, it is also an economic imperative.

Every investment made today in prevention will save lives, protect livelihoods, reduce future recovery costs and contribute to sustainable urban development.

Building floodresilient cities is therefore not only the responsibility of government but also of communities, the private sector, and every citizen committed to creating a safer and more sustainable future.
