Homera applauds RITA’s trustees’ capacity-building initiative From DAILY NEWs Reporter in Dodoma MINISTER for Constitution and Legal Affairs, Dr Juma Zuberi Homera has commended the Registration, Insolvency and Trusteeship Agency (RITA) for launching a formal scheme aimed at building the capacity of Boards of Trustees to strengthen good governance, accountability and integrity in institutional management across the country. Speaking at a meeting of Trustees from Dodoma, Morogoro, Singida, Iringa and Manyara in Dodoma yesterday, Dr Homera said RITA’s initiative is crucial for preventing conflicts that often arise within institutions. “This is a good initiative. Meetings of this nature are important in addressing the challenges that have affected the stability of institutions in our country,” he said. The meeting was held under the theme: “Accountability of Boards of Trustees for the Protection of Institutional Properties and Community Development.” Dr Homera highlighted the critical role of Boards of Trustees in overseeing NGOs, religious institutions, sports associations, and other entities providing essential community services. However, he warned that some trustees have misused institutional assets for personal gain, engaged in embezzlement, overstayed in office beyond constitutional limits, and unlawfully appropriated property. “Such acts are illegal. The government will continue to take legal and administrative action against trustees who violate the law. Institutions must ensure their boards comprise individuals of integrity, knowledge, and the ability to safeguard resources,” he emphasised. He urged RITA to review laws and regulations governing Boards of Trustees to ensure they meet current national needs, and called for prompt submission of proposed amendments to kickstart legal reforms. The minister also stressed that the eRITA digital system should be completed and made more user-friendly for registration, submission, and tracking of institutional information. He urged trustees to comply with laws, institutional constitutions, and regulations, protect assets, and submit reports to RITA on time through the eRITA platform. Dr Homera further called on RITA to expand its Mobile Clinic services nationwide and intensify public awareness campaigns, especially when service delivery systems change. Earlier, RITA Administrator General and Chief Executive Officer, Mr Frank Kanyusi, said that RITA has so far registered 5,211 boards, including 2,876 for community organisations, 2,161 for religious institutions, 19 for political parties, 24 for sports associations and 150 for family trusts. He explained that under the Trustees Incorporation Act, RITA is mandated to oversee the registration and operations of these boards. He noted that some institutions still face challenges such as poor asset management, limited legal knowledge, unconstitutional leadership changes, internal conflicts, and delays in submitting information. “These challenges clearly show the need to continue building trustees’ capacity to protect institutional stability and serve the public effectively,” Mr Kanyusi said. He added that the enhanced eRITA electronic system now allows trustees to submit annual returns, update institutional information, apply for land ownership, and access other services without visiting RITA offices. He also confirmed that Mobile Clinic services will be expanded to bring services closer to stakeholders. The meeting brought together leaders from the five participating regions, including District Commissioners, District Executive Directors, Divisional Officers, Supreme Authorities of institutions and board members.
