Cabinet tweak pleases analysts

ANALYSTS have lauded President Samia Suluhu Hassan for the reshuffle she made to reinforce the cabinet for it to continue delivering quality services

TANZANIA:  ANALYSTS have lauded President Samia Suluhu Hassan for the reshuffle she made to reinforce the cabinet for it to continue delivering quality services to the citizens and propel the country’s development.

On Sunday, the Head of State made a minor reshuffle in her cabinet, appointing various government executives and revoking the appointments of two ministers and one deputy minister.

Commenting on the reshuffle, lawyer-cum-political analyst, Mr Yonah Mapury said that President Samia continues to strengthen the cabinet to fast-track completion of the implementation of the CCM election manifesto 2020-2025.

Mr Mapury said that due to the reforms made in various ministries, the people expect more success in the performance of the dockets in strengthening democracy and opening up the country’s economy.

On his side, Assistant Lecturer, Centre for Communication Studies, College of Humanities of the University of Dar es Salaam (UDSM) cum analyst, Mr Benedicto Luvanda said Dr Samia continues to strengthen the performance in her government by appointing leaders, whom she highly expects, will perform well in providing quality services to the citizens for the development of the country.

Mr Luvanda said that the president shows her intention to strengthen diplomacy by appointing a diplomat, who has experience in international relations to continue promoting economic diplomacy.

He also expressed his hope that Mr Jerry Silaa, who will now oversee the Information, Communication and Information Technology docket, will continue to perform better as he did in the Ministry of Lands, Housing, and Human Settlements Development.

Professor Kitojo Wetengere, an expert in economic diplomacy from the University of Arusha said President Samia has made a normal reshuffle that aimed at further strengthening the cabinet.

Political analyst and historian, Mr Fredrick Pundo also said that the changes made are normal for strengthening the performance of the government.

According to a statement issued on Sunday night by the Directorate of Presidential Communications, President Samia revoked the appointment of Nape Nnauye, who served as Minister for Information, Communication and Information Technology and that of Mr January Makamba, who served as Minister for Foreign Affairs and East African Cooperation.

The statement added that the former Minister for Lands, Housing, and Human Settlements Development, Mr Jerry Silaa will now serve as Minister for Information, Communication and Information Technology.

Dr Samia also nominated Tanzania’s Ambassador to Italy, Mahmoud Thabit Kombo as a Member of Parliament and appointed him to assume the role of new Minister for Foreign Affairs and East African Cooperation.

Mr Cosato Chumi has been named as the Deputy Minister for Foreign Affairs and East African Cooperation. Mr Chumi is taking over from Ambassador Mbarouk Nassor Mbarouk, who will be assigned other duties.

Earlier on Sunday, Ambassador Mbarouk tendered his resignation letter as nominated Member of Parliament to Speaker of Parliament, Dr Tulia Ackson, citing social challenges he is currently facing, as stated by Parliament Office, Communication and International Relation Unit.

President Samia appointed Mr Deogratius Ndejembi as the Minister for Lands, Housing and Human Settlements Development. Prior to the new appointment, Mr Ndejembi served as Minister of State in the Prime Minister’s Office for Labour, Youth, Employment and Persons with Disabilities.

Deus Sangu has been named as Deputy Minister of State in the President’s Office (Public Service Management and Good Governance). He is taking over from Mr Ridhiwan Kikwete, who has been appointed the Minister of State, in the Prime Minister’s Office (Labour, Employment, Youth and Persons with Disability).

President Samia also appointed Dennis Londo as Deputy Minister for Foreign Affairs and East Africa Cooperation in charge of East African Affairs. Mr Londo replaced Mr Stephen Byabato, whose appointment has been revoked.

She named Mr Eliakim Maswi, who was Director General of the Public Procurement Regulatory Authority (PPRA) as Permanent Secretary in the Ministry of Constitutional and Legal Affairs. Mr Maswi replaces Ms Mary Makondo, who has been appointed as Regional Administrative Secretary (RAS) of Ruvuma Region.

Ms Mary is taking over from Ms Rehema Madenge whose tenure has ended.

In the new appointments, Mr Kiseo Nzowa has become Kilimanjaro Regional Administrative Secretary (RAS) and Mr Musa Haji Ali has become an ambassador. Previously, they were senior officers at a state house.

Mr Louis Bura has become Chato District Commissioner, taking over from Mr Said Nkumba who will be assigned to other duties.

Ms Kemirembe Lwota has been transferred from Manyoni to Serengeti District  while Dr Vicent Mashinji moved from Serengeti to Manyoni both as District Commissioners.

In a related development, the President appointed Dr Maulid Madeni to become Serengeti District Executive Director and transferred Mr Afraha Nassoro Hassan from Serengeti District to Nkasi as District Executive Director. Mr Hassan is taking over from Mr William Mwakalambile whose appointment has been revoked.

Dr Samia named Mr Dennis Simba as PPRA’s Director General. Before the appointment, he was Chief Executive Officer of Tanzania Fishing Corporation (TAFICO).
