AG stresses negotiations skills

ARUSHA: ATTORNEY General Hamza Johari has called on state attorneys to strengthen their contract management and negotiation skills to protect national interests, attract quality investment and drive the implementation of the Tanzania Development Vision 2050.

Speaking yesterday while opening the Third Annual Bespoke Training for State Attorneys, Mr Johari said legal officers must be equipped to manage major investment and natural resource contracts and negotiate agreements that deliver maximum benefits to the country.

“We want you to recognise that the law is a vital tool for economic transformation and the foundation of our journey towards Vision 2050,” Mr Johari said.

He said that such expertise will improve the management of key national projects and contribute to the effective implementation of the Tanzania Development Vision 2050.

Mr Johari said state attorneys should also strengthen their ability to identify and manage legal, economic and political risks that may arise during the implementation of strategic development projects.

He added that one of the main objectives of the training is to transform State Attorneys from routine legal practitioners into strategic legal leaders who use the law as a catalyst for accelerating national development.

According to Mr Johari, Tanzania Development Vision 2050 seeks to transform the country into an “The success of Vision 2050 will largely depend on the commitment, professionalism and capacity of state attorneys to spearhead the legal reforms needed to underpin national development.” Contupper-middle-income economy driven by inclusive, competitive and sustainable growth that improves people’s livelihoods.

The AG further said achieving that ambition requires a strong legal framework, sound regulations and effective guidelines to facilitate the implementation of government policies and development projects.

Mr Johari urged state attorneys to view themselves as a critical link in achieving the vision by ensuring the law supports economic growth, investment and citizens’ welfare.

“The success of Vision 2050 will largely depend on the commitment, professionalism and capacity of state attorneys to spearhead the legal reforms needed to underpin national development,” he said.

The AG said the training programme will focus on contract management, negotiations of major investment and natural resource agreements, and strategies for safeguarding national interests while providing investors with appropriate legal protection under a sound legal framework.

He also underscored the growing impact of technological advancement, particularly Artificial Intelligence (AI), saying it presents both opportunities and emerging legal challenges that require greater expertise.

Held under the theme, “Repositioning State Attorneys for Strategic Legal Leadership in Realising Tanzania Development Vision 2050,” the three-day training aims to enhance the capacity of government legal professionals to support the country’s long-term development agenda.

Mr Johari cited the increasing spread of sophisticated misinformation and disinformation generated through modern technologies as one of the global issues that legal professionals must be prepared to address.

Meanwhile, Chief Parliamentary Draftsman, Onorious Njole said more than 500 participants from ministries, government institutions, local government authorities and other public institutions are attending the three-day training.

He said the strong turnout reflects the government’s commitment to strengthening the capacity of State Attorneys to play a central role in implementing the Tanzania Development Vision 2050.

Earlier, Director of Legal Coordination and Advisory Services, Neema Ringo said the training is designed to equip State Attorneys with new knowledge and practical skills to enable them to effectively support the implementation of Vision 2050.

She said this year’s theme highlights the responsibility of State Attorneys to serve as strategic legal leaders in driving the legal reforms required to accelerate the country’s socio-economic development.
