Know House rules, serve people, Z’bar lawmakers told

ZANZIBAR: NEWLY elected members of the Zanzibar House of Representatives have been urged to study, understand and strictly adhere to the laws and standing orders that govern the House as they embark on their five-year term.

Speaker Zubeir Ali Maulid and his Deputy Mwanaasha Khamis Juma made the call separately over the weekend during an induction programme for members of the 11th House of Representatives, held in Kizimkazi, South Unguja.

The Leaders of the House reminded legislators that respect for parliamentary procedures is essential for the institution to remain credible and to serve as a source of hope and trust for the public. Speaker Zubeir underscored the importance of discipline and decorum in the chamber.

“It is vital for members of this law-making body to follow our standing orders, including the use of respectful language that reflects the values and culture of Zanzibar,” he said.

“This helps the public appreciate the good work carried out by their elected representatives and guarantees that Parliament delivers results and confidence.” Deputy Speaker Mwanaasha echoed the message, urging lawmakers to execute their oversight role diligently and in accordance with established rules.

She noted that adherence to procedures enhances the House’s ability to monitor government performance, push for administrative reforms and improve service delivery across ministries.

Clerk of the House, Ms Raya Issa Msellem, also challenged members to uphold the Constitution, national laws and standing orders to deepen democracy, strengthen accountability and ensure development reaches all citizens while maintaining peace and the rule of law.

During the training, Director of the Legal Advisory Department, Ms Nasra Awadh Salmin, highlighted the need for lawmakers to fully understand and accurately apply parliamentary and constitutional provisions in their daily work.

Participants said the induction had equipped them for the responsibilities ahead and boosted their confidence in delivering meaningful legislative oversight. “It is our expectation that after this important training we will perform our duties with greater effectiveness,” said Ms Badria Attai Masoud, Representative for Kijini.
