CCM pledges to solve Dar’s traffic crisis within five years

DAR ES SALAAM: CCM has committed to addressing Dar es Salaam’s traffic challenges over the next five years by constructing new flyovers, expanding key roads and modernising transport infrastructure if re-elected.

Speaking at a campaign rally at Biafra grounds in Kinondoni, CCM presidential running mate Ambassador Emmanuel Nchimbi outlined the government’s plans to build at least three new flyovers at some of the city’s busiest intersections in Mwenge, Magomeni and Ali Hassan Mwinyi in Kinondoni, to ease traffic congestion.

He added that the party also plans to upgrade the Bus Rapid Transit (BRT) Phase III, build a new flyover at the Fire Area and expand the 56-kilometre Bagamoyo-Tegeta road.

The CCM 2025-2030 Election Manifesto further includes upgrading 97 kilometres of gravel and dirt roads to tarmac, rehabilitating innercity roads to ensure better accessibility and improving public transport systems.

“These investments reflect our determination to transform Dar es Salaam into a city with a modern transport system, free from the traffic gridlocks that have long troubled residents,” Amb Nchimbi said.

In addition, the government will build a new hospital at Mnazi Mmoja and a modern health centre at Mchikichini to strengthen healthcare services in the city. Highlighting achievements under President Samia Suluhu Hassan, Amb Nchimbi noted remarkable transformations in the health sector.

Major hospitals including Muhimbili, Muhimbili Orthopedic Institute (MOI) and Jakaya Kikwete Cardiac Institute (JKCI), now offer advanced procedures like minimally invasive heart surgeries and modern hip and spinal operations.

“The number of hospitals equipped with CT scanners has increased from just three to 26 nationwide since President Samia Suluhu Hassan took office,” he said.

Amb Nchimbi also praised Ilala District for its significant economic contributions, describing it as a symbol of pride due to its vibrant business community.

He credited the cooperative relationship between the Tanzania Revenue Authority (TRA) and business owners for fostering a tax system based on respect and collaboration rather than hostility. Ilala parliamentary candidate Mussa Azan Zungu commended President Samia’s economic leadership amid global challenges, noting that while the global economy contracted by 7 per cent, Tanzania’s economy shrank by only 3 per cent and has since rebounded.

He added that Ilala remains a key contributor to government revenues, collecting 130bn/- in taxes with a new target of 170bn/-. Kariakoo alone hosts over 10,000 licensed traders, making it the country’s leading commercial hub.

Speaking at rallies in Segerea and Ukonga constituencies, Amb Nchimbi emphasised CCM’s commitment to transparency and fairness in managing the 10 per cent loan fund for women, youths and people with disabilities. He explained that President Samia halted the scheme after uncovering widespread fraud, including ghost groups and fake beneficiaries.

“President Samia ordered a suspension and redesign of the system to ensure transparency, equity and professionalism. Loans are now being disbursed under new guidelines, and over the next five years, we will enforce strict supervision to ensure funds reach the intended recipients,” he said.

He also announced plans to resolve Segerea’s longstanding water shortage by constructing a new water production and distribution network serving both Segerea and Ilala, including a new storage tank with a capacity of 845 cubic metres, significantly increasing from the current 273.

“This expansion will greatly improve water supply for residents of Segerea and Ukonga and end their persistent complaints,” he said.

Other priorities include modernising markets nationwide. In Segerea, Tabata Muslim and Segerea markets will be upgraded, while a new market will be built in Bonyokwa to support small traders.

On healthcare, CCM plans to build a district-standard health centre in Kisukulu, establish a modern health centre in Vingunguti and upgrade Kinyerezi Health Centre. In education, the party intends to add 275 new classrooms in primary schools to reduce overcrowding, build three new multi-storey secondary schools and rehabilitate aging facilities.

Segerea parliamentary candidate Bonnah Kamoli thanked the government for implementing numerous projects since 2020, including constructing eight kilometres of concrete roads, ongoing tarmacking works and signing the Dar es Salaam Metropolitan Development Project (DMDP) to modernize feeder roads and install streetlights.
