54 African nations under AGN convene in Dar to refine COP30 strategy

DAR ES SALAAM: DELEGATES from all 54 African countries under the African Group of Negotiators (AGN) on Climate Change have gathered in Dar es Salaam for the Third AGN Strategic Meeting,aimed at forging a unified continental stance ahead of the pivotal COP30 summit in Brazil next month.

The two-day meeting, running from 10–11 October 2025, is seen as a key step in shaping Africa’s climate diplomacy and ensuring its priorities are firmly represented on the global stage.

Chaired by the United Republic of Tanzania, the meeting builds on outcomes from the Second African Climate Summit (ACS2) and the 20th AMCEN session. It focuses on shaping a unified African Package for Delivery at COP30 — a framework comprising five core deliverables that address finance, just transition, credibility, resilience, and climate justice.

“The meeting ensures Africa speaks with one voice on the global stage,” said AGN Chair Dr Richard Muyungi, adding that Africa must push for climate commitments that align with its development priorities.

Dr Muyungi, Senior Climate Advisor in the Vice President’s Office of Tanzania and a long-time negotiator, emphasized the urgency of the moment:
“Africa is no longer just reacting — we are shaping the agenda. This meeting is about building a credible and ambitious package that reflects Africa’s realities and ensures our priorities are central to global climate solutions,” he said

Key outcomes expected from the meeting include a reviewed negotiating strategy, refined text elements for finance and adaptation, and a draft African Package to guide COP30 negotiations.

The Dar discussions will directly inform Africa’s stance at the upcoming Pre-COP Ministerial in Brasília on 13–14 October.

COP30 is seen as a pivotal “Delivery COP,” with pressure mounting on global leaders to implement the Paris Agreement and operationalize the Loss and Damage Fund — areas where Africa seeks urgent progress.

The AGN meeting highlights Africa’s growing strategic coordination in global climate talks, driven by a shared goal to ensure just and equitable outcomes for the continent.
