TZSCN hails stakeholders’ digital inclusion initiative

DODOMA: THE Tanzania School of Community Networks (TZSCN) has recognised the Universal Communications Service Access Fund (UCSAF) and the Paradigm Initiative for their significant contribution to advancing digital inclusion and internet connectivity in underserved communities across the country.

Led by Dr Jabhera Matogoro, the institution officially presented a Certificate of Appreciation to UCSAF during a courtesy visit to its headquarters in Dodoma, in honour of its sponsorship of the 4th National Workshop of the Tanzania School of Community Networks held on May 27, 2025, in Dar es Salaam.

UCSAF’s support extended beyond sponsorship, with the agency donating 20 computers to Kondoa Girls Secondary School in Dodoma Region,an initiative that has already begun to yield positive academic outcomes and improve digital access for girls in rural areas.

Speaking during the visit, Chairperson of the Kondoa Community Network Cooperative Society, Ms Salama Salum, lauded the impact of the donation, noting a marked improvement in students’ performance.

“We are witnessing tangible academic improvement among students, especially girls. This is a game changer for Kondoa,” she said.

Receiving the certificate on behalf of UCSAF, the institution’s Director of Corporate Services, Mr Pius James, reaffirmed UCSAF’s commitment to enhancing digital connectivity in rural and commercially non-viable areas.

“UCSAF remains open to collaboration with all stakeholders to fast-track access to communication services across Tanzania. We believe no one should be left behind in the digital age,” he noted.

The 4th edition of the Tanzania School of Community Networks was held under the theme: ‘Policy and Regulatory Framework for Sustainable Community Networks Cooperatives in Tanzania’. It attracted over 48 delegates from Tanzania, Nigeria and Zambia, including representatives from community networks in Tarime, Kasulu, Kondoa and Nyasa.

The workshop was also supported by Paradigm Initiative, a pan-African organisation that promotes digital rights and inclusion. Its involvement enabled in-depth discussions around legal and policy frameworks, digital skills gaps, financial sustainability, and efforts to extend internet connectivity to schools and marginalised communities.

Key outcomes from the event included a call for inclusive ICT policies that prioritise access for women, girls, and persons with disabilities, as well as recognition of community networks as transformative tools for rural development.

Delegates also called on the Tanzania Communications Regulatory Authority (TCRA) to provide licensing and regulatory support to community-led connectivity initiatives.

Meanwhile, organisers announced that the 5th Tanzania School of Community Networks will be held in May 2026 in Tarime District, Mara Region, further expanding the nationwide movement for community-driven digital transformation.
