Tanzania’s Finance Ministry launches its first Monitoring and Evaluation Forum for 2026/27

MOROGORO: THE Deputy Permanent Secretary in the Ministry of Finance responsible for Treasury Services, Nsubil Joshua, has called on institutions under the Ministry to strengthen their monitoring and evaluation systems to ensure that government plans, programmes and projects are implemented efficiently and deliver verifiable results.

Joshua made the call on behalf of the Permanent Secretary and Paymaster General, Dr Natu El-Maamry Mwamba, through a speech read by the Director of the Government Assets Management Department at the Ministry of Finance, Chotto Sendo, during the launch of the Ministry’s first Monitoring and Evaluation Forum for 2026/2027.

The forum is being held at the Cate Hotel Conference Hall in Morogoro Region.

Joshua said monitoring and evaluation are essential components of institutional management and the implementation of government plans because they help assess progress, identify challenges and generate lessons for improving future plans and activities.

He said monitoring and evaluation should not be viewed as the responsibility of a particular unit or department alone, but rather as a collective responsibility of management and every official involved in implementing institutional activities.

“Monitoring and evaluation is not merely about preparing reports at the end of the year or implementation period. It is part of the entire management cycle, beginning with planning, resource allocation, implementation, monitoring, evaluation and, ultimately, using the findings to make informed decisions,” Joshua said.

He stressed that during the implementation of the National Development Vision 2050, government plans should not remain merely planning documents, but must be translated into implementation that delivers results that can be demonstrated and verified through evidence.

Joshua said monitoring and evaluation should link budget planning, implementation, results and management decisions to ensure that public resources are used efficiently and intended objectives are achieved.

He also emphasised the importance of institutions ensuring that monitoring and evaluation reports are accurate, complete, high-quality and verifiable, while being submitted on time and reflecting the actual state of implementation.

He said access to accurate, evidence-based information is essential for making effective decisions, improving implementation of government plans and strengthening accountability in the use of public resources.
