Tanzania uses DCF training to bolster accountability in using resources for economic growth

DAR ES SALAAM: THE Tanzanian government has stressed the importance of cooperation, accountability and transparency in the use of development resources, while ensuring that such resources align with national priorities and are properly incorporated into government plans and budgets to promote economic growth.
The emphasis was made by the Commissioner for External Finance in the Ministry of Finance, Rished Bade, in a speech read on his behalf by Amede Andrea, a Principal Finance Management Officer in the Ministry’s Budget Department, during the opening of the 2026 orientation training on the Development Cooperation Framework (DCF).
The training was organised by the Ministry of Finance in Mainland Tanzania in collaboration with the Ministry of Finance and Planning in Zanzibar. It was held at the Ministry of Finance’s offices in Dar es Salaam.
Bade said the participation of development partners, government institutions, the private sector and civil society organisations was essential to ensuring that resources allocated for development delivered meaningful results for the country.

“A shared understanding of these systems and processes is essential to ensuring that development assistance aligns with national priorities, is properly integrated into government planning and budgeting processes, and is managed transparently and accountably,” Bade said.
Speaking at the closing of the training, Zanzibar’s Commissioner for External Finance in the Ministry of Finance, Yusuph Ibrahim, said the discussions had strengthened participants’ understanding of the importance of aligning development assistance with national priorities, improving government planning and budgeting processes, and promoting transparency and accountability.

“I urge all participants to apply the knowledge gained in their respective institutions, sustain dialogue, strengthen effective coordination and cooperation, and ensure that development cooperation resources contribute to achieving Tanzania’s development goals,” Ibrahim said.
He added that stakeholders needed to sustain partnerships founded on cooperation, mutual accountability and a shared commitment to achieving sustainable development.
