DODOMA: THE government has assured citizens that the implementation of the Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) Project is progressing smoothly.
The project, funded by the World Bank, aims to improve urban infrastructure in 45 Local Government Authorities (LGAs).
Deputy Minister of the President’s Office, Regional Administration and Local Government told the National Assembly yesterday that implementation procedures of TACTIC project are ongoing, considering the specific group involved.
She said that these projects, which are being implemented under TACTIC, adhere to a schedule and that the government is committed to their execution as funds are already available.
“TACTIC projects are scheduled, and once their time arrives, these projects will be implemented,” he said.
The Deputy Minister made these remarks in response to various questions from Members of Parliament regarding the implementation of TACTIC projects in their constituencies.

MPs who inquired about the implementation of these projects in their respective areas included the Makambako MP, Deo Sanga, who wanted to know at what stage Makambako was in the TACTIC project to determine when a bus stand and market would be constructed.
Mbiga Urban MP, Jonas Mbunda, wanted to know when the government would implement the TACTIC project in Mbiga District, which involves the construction of roads, a market, and a new bus stand.
Another MP for Njombe Urban Deodatus Mwanyika wanted to know when the road construction projects under TACTIC would begin in his constituency.
In his basic question, Masasi Rural MP Geofrey Mwambe wanted to know when the government would start implementing the TACTIC projects in Masasi Municipal Council.
In response, the Deputy Minister said that the TACTIC project is divided into three phases and that Masasi Municipal Council falls under the third phase, with its implementation starting with design work in November 2024 for a period of eight months.
“After the design, a tender to find a contractor will be announced in July 2025, and after finding a contractor, construction will begin in October 2025,” she said.
In his follow-up question, MP Mwambe wanted to know when the government would fulfil the promises of top government leaders regarding the construction of paved roads within Masasi town and whether the government did not see the need to expedite the design of projects under TACTIC instead of eight months so that the project could start earlier.
In response, Deputy Minister Katimba said that within two weeks, a consultant would arrive in Masasi District to begin the work. Regarding the duration, she said that eight months is the procedure and will be adhered to.
Ms Katimba said that the TACTIC project already includes a component for the construction of paved roads, so the promises of leaders will be fulfilled accurately.
The TACTIC Project is expected to be implemented in 45 LGAs; therefore, the main project beneficiaries are the urban and rural population who will benefit from improved infrastructures to be constructed by the project.
The expected implementation of the TACTIC Project that will involve a list of investments such as roads, markets, main bus terminals and mini bus stands, controlled dumpsites, slaughter houses, storm water drainages, lorry parking, footbridges, and various economic clusters projects.
