ARUSHA: PRIME Minister Kassim Majaliwa has argued that African countries need good, strong and innovative human capital in order to achieve higher level of development.
The premier also called on all human resource managers to uphold the principles of good governance and professionalism in managing this resource within the public sector across Africa.
He made the statement while opening the 9th conference of the African Public Sector Human Resource Managers’ Network (APSHRMnet) on behalf of President Samia Suluhu Hassan in Arusha on Monday.
The conference’s theme is ‘Resilient governance and innovation fostering a future-oriented public sector through HR-leadership.’ “Human resources play a significant role in enabling the government to achieve its development goals, as well as the Sustainable Development Goals (SDGs).
Therefore, as experts in human resource management, you have a great responsibility and duty to ensure the effective management of this vital and valuable resource,” said PM Majaliwa.
He further emphasised the need for human resource managers to build the capacity of public servants by providing them with regular training to enhance productivity and efficiency, particularly through the use of modern technologies.
The PM underscored that well-managed human resources are essential to achieving significant development progress across the African continent.
To reach this goal, he noted, human resource managers in the public sector must ensure disciplined and efficient management to support government efforts in delivering development and improving services to communities.
“Human resources in public service are a critical and valuable asset that the government relies on to connect with citizens and provide social and economic services.
To improve the welfare of the public, human resources must fulfill their role with professionalism, discipline, patriotism and responsibility,” he emphasised.
He highlighted that inadequate human resource performance has negatively impacted some countries, prompting citizens to question their governments’ effectiveness.
Premier Majaliwa called for effective self-management among human resource teams, stressing that strong administration is essential for impactful human resources.

“During this meeting, I encourage open and honest discussions to assess challenges and evaluate yourselves.
The government’s ability to function effectively relies on quality human capital, so guide your governments toward productive outcomes. Remember, good human resources are those that can manage other resources efficiently,” he advised.
He added that Tanzania is committed to leading by example in implementing resolutions and recommendations arising from this meeting to improve public service outcomes.
The Minister of State for Public Service Management and Good Governance, George Simbachawene, also called on participants to develop strategies that will help the African continent optimise other resources by first strengthening human resources.
Additionally, the President of APS-HRMnet and Deputy Permanent Secretary in the President’s Office for Public Service Management and Good Governance, Mr Xavier Mrope, highlighted the network’s goals: promoting excellence, integrity and professional standards in public sector human resource management across Africa.
He emphasised the importance of identifying and sharing best practices to enhance public service and improve human resource management.
Several African leaders attended the opening session, including Zanzibar’s Minister of State for Constitutional and Legal Affairs, Civil Services and Good Governance, Mr Haroun Ali Suleiman.
