OCPD urged to embrace creativity

DODOMA: Minister for Constitutional and Legal Affairs, Dr Zuberi Juma Homera (MP), has urged staff of the Office of the Chief Parliamentary Draftsman (OCPD) to embrace greater creativity and professionalism in executing their duties.

Dr Homera delivered the message during a brief familiarization tour at the OCPD offices in Dodoma where he met with the management and staff and insisted that President Samia Suluhu Hassan expects stronger performance and tangible results from government institutions.

 “Her Excellency the President expects results from us. I urge you to work creatively and professionally, and if any challenges arise in carrying out your duties, do not hesitate to engage us,” he said.

The Minister emphasized that the OCPD carries a critical national responsibility, as its work directly influences the lives of many Tanzanians through the drafting and review of legislation.

“Please work with the highest efficiency because you hold the lives of Tanzanians in your hands by preparing legal reforms and drafting bills that are passed by Parliament for the benefit of the nation,” he added.

On her part, the Deputy Minister for Constitutional and Legal Affairs, Zainab Katimba (MP), commended the OCPD for its substantial contribution and encouraged continued collaboration with key stakeholders.

“I congratulate you for the great work you are doing. I have seen your output as I have worked closely with you. I urge you to continue collaborating with important stakeholders, so your work maintains the highest standards of quality,” she said.

Providing an update on the office, Acting Chief Parliamentary Draftsman, Ms Rehema Katuga, outlined OCPD’s core responsibilities, which include drafting bills for parliamentary approval, reviewing subsidiary legislation, conducting legal revision and interpretation, and coordinating the publication of laws in the Government Gazette.

“Our office has a wide range of functions, including preparing bills for Parliament, reviewing subsidiary legislation, interpreting both primary and subsidiary laws, and coordinating their publication in the government gazette,” Ms Katuga noted.

The OCPD plays a vital role in the transformation of policy into laws that promote justice, fairness and development.

Since its establishment as part of the Attorney General’s Chambers and its subsequent restructuring, OCPD remains committed to its vision of becoming the centre of excellence in legislative drafting.

The office focuses on providing high-quality and accessible legislation for sustainable development, ensuring clarity and precision in all of its undertakings.

Beyond drafting, it works closely with the Parliament, Judiciary, Government institutions and other stakeholders to simplify legal language and promote its Mission of ‘provision of quality and accessible legislation for sustainable development.
