SIMIYU: THE ruling party CCM’s Secretary General, Ambassador Dr Emmanuel Nchimbi has directed district councils across the country to avoid implementing any project which is not allocated funds in the budget.
He also insisted that the party will continue to guide the government to keep on holding all embezzlers accountable, including dishonest public servants who have been diverting project funds to their own pockets.
Responding to a complaint pertaining failure to be paid a total of 38m/- raised by a trader in Simiyu yesterday, Dr Nchimbi underlined the importance of ensuring every project is funded before implementation.
The trader complained that the Meatu District Council has not paid 38m/- since 2012 when he was involved in execution of the project.
He said regardless of repeated verification of the debt almost four times, Meatu District Council has not paid.
Dr Nchimbi ordered the council to ensure the debt is paid within 30 days, hinting that the party will make a close follow up.
“If there are no funds allocated in the budget for a project, please don’t hire a contractor unless otherwise. Contrary to this, you are undermining local businesses, imagine a person is implementing a project with expectation that it will be paid and end up with nothing,” Dr Nchimbi said.
In another development, Dr Nchimbi said there are some few areas where dishonest government leaders implement projects below standards after embezzling funds allocated for development projects.
He urged government leaders to deliver to citizens and the country rather than banking their mindset on enriching themselves.
Dr Nchimbi added that the CCM led government will deal with swindlers by holding them accountable in efforts to preventing them from tarnishing the government.
He said it is unacceptable for any leaders to use public funds for private expenditure.
Meanwhile, Dr Nchimbi condemned the malpractice of some Police Force and Tanzania Forest Services Agency’s (TFS) officers, who illegally arrest citizens. He ordered them to stop such wrong doings.
On the delay of supplying agricultural inputs to farmers, Dr Nchimbi directed the Minister for Agriculture, Mr Hussein Bashe to ensure famers get quality fertilisers on time.
Dr Nchimbi also asked Mr Bashe to consider reducing the price for leasing tractors. Currently, farmers get the tractor at 45,000/- or 50,000/- per acre.
He also directed the Minister for Natural Resources and Tourism, Dr Pindi Chana to direct conservation officers to control wild animals, including elephants and hippopotamus from invading Simiyu residents’ farms.
For his part, CCM’s Publicity, Training and Ideology Secretary, Mr Amos Makala called upon citizens to elect leaders with integrity in the forthcoming Local Government Election scheduled for November 27, this year.
He alerted that CCM will bring hard working leaders with integrity. “Kindly vote CCM,” he requested.
He urged all eligible citizens to get registered for voting.
