ARUSHA: THE Tanzania Forest Services Agency (TFS) has been directed to adopt an ICT-based revenue collection system to enhance government revenue generation.
The directive was issued by the Minister for Natural Resources and Tourism, Dr Pindi Chana, during her address at the third TFS Commanders’ General Meeting in Arusha on Monday.
Dr Chana said that TFS had exceeded its revenue collection target, raising 166bn/-, which represents 103 per cent of the set goal. She noted that if an ICT-based system had been in place, the agency’s achievements could have been even greater.
“I urge you to embrace technological changes and implement an ICT-based collection system to ensure secure, increased revenues and help exceed set targets,” Dr Chana said.
While commending TFS for surpassing its revenue goals, Dr Chana encouraged the agency to transition to a technology-driven system, noting that several other government institutions have already adopted such systems to better secure funds, increase collections and minimise risks related to dishonest employees.
Dr Chana also extended her congratulations to the TFS management team, led by Commissioner, Professor Dos Santos Silayo and the TFS Board, while stressing the importance of continued efforts to enhance revenue collection.
On the topic of workplace integrity, Dr Chana urged TFS Commanders to embody the discipline and values expected of military officers transitioning from a civilian operational structure. She emphasised the importance of upholding patriotism, adhering to institutional rules and demonstrating loyalty in their duties.
“The core qualities of an officer are patriotism, integrity and trustworthiness. TFS Commanders must uphold these principles to lay a strong foundation for their daily operations, ensuring the continued trust of the government,” she said.
Dr Chana further emphasised that TFS must modernise its operations, including the acquisition of advanced equipment such as modern vehicles, planes and helicopters to support effective forest management.
The Minister also called on TFS management and the Board to prioritise employee welfare, ensuring timely promotions and improvements in benefits.
She pointed out that when employees see their roles from a broader perspective, addressing their challenges will help ensure continued progress in the agency’s daily operations and contribute to the steady increase in government revenue collection.

Speaking on behalf of TFS Board Chairperson Brigadier General Mbaraka Mkeremy, Engineer Enock Nyanda, a TFS board member, reaffirmed the agency’s commitment to meeting and surpassing its annual revenue collection targets to enhance operational effectiveness and address community challenges.
Eng Nyanda also noted that the TFS Board, in collaboration with management, has been working to protect employees’ interests and resolve challenges they face.
He further mentioned that TFS has been engaging with local communities to ensure compliance with forest and beekeeping laws and regulations.
