LAAC hails the construction of 8.27km DMDP II road project in Ilala Municipality

DAR ES SALAAM: THE Parliamentary Local Authorities Accounts Committee (LAAC) has praised the ongoing construction of 8.262 kilometres of tarmac roads in Ilala Municipality, implemented by TARURA under the Dar es Salaam Metropolitan Development Project Phase II (DMDP II).
During an inspection tour in Ilala, LAAC Chairperson Ado Shaibu lauded the government’s investment drive under President Samia Suluhu Hassan, describing the project as a clear reflection of commitment to improving urban infrastructure and public welfare.

He also commended the Speaker of the National Assembly, Mussa Azzan Zungu, for his guidance and oversight in ensuring the successful implementation of development projects in Ilala Constituency.
“On behalf of the Committee, we extend our appreciation to the Minister, Prof. Shemdoe, the entire President’s Office–Regional Administration and Local Government (TAMISEMI), the Regional Commissioner’s Office, councillors and all regional leaders for their effective supervision of these projects that will deliver tangible benefits to the residents,” he said.
The committee further applauded TARURA for demonstrating value for money in the execution of the roads, while urging the agency to act on all recommendations issued—particularly the need to complete the works on schedule.

To safeguard public resources, LAAC recommended the establishment of a coordinated national framework that would bring together institutions with infrastructure running along road corridors—including water, electricity and telecommunications agencies—during the planning and design stages of road projects.
“Authorities such as TANESCO, DAWASA and others whose infrastructure runs through these roads must collaborate with TARURA at the design stage to avoid unnecessary demolition and reconstruction, which escalates project costs,” Shaibu emphasized.

Representing the Minister of State in the President’s Office–TAMISEMI, Deputy Permanent Secretary (Health), Prof. Tumaini Nagu, commended staff and technical experts for their patriotism and strong project management, urging continued collaboration to ensure the projects improve citizens’ livelihoods.
Ilala District Commissioner Edward Mpogolo, speaking on behalf of the Regional Commissioner, welcomed the committee’s professional guidance and pledged full implementation of all directives and recommendations. He also expressed gratitude to Members of Parliament and the committee for approving the budget that has enabled the projects to move forward.
Earlier, TARURA Ilala District Manager, Engineer John Chacha, revealed that the CBD road project is financed through a concessional loan from the World Bank at a cost exceeding 23.5bn/-, with completion scheduled for August 14, 2026.
