Key highlights of AAFP 2025-2030 election manifesto
MOROGORO: CHRISTENED with the slogan “Tanzania Economic Telescope,” the Alliance for Africa Farmers Party (AAFP) 2025–2030 Election Manifesto prioritises 17 key focus areas.
These include: Building a self-reliant economy, boosting incomes for all citizens, implementing Change, Heal and Move Forward 2025, developing strong economic infrastructure, ensuring guaranteed markets for farmers, promoting profitable modern livestock, advancing smart and modern fishing, and empowering small-scale miners.
Additional priorities highlighted in the manifesto are supporting small businesses, creating jobs in every district, promoting private sector growth, restructuring government, reforming defense and security forces, strengthening the electoral system, enacting a new constitution within 1,095 days, enhancing skills and knowledge in schools and providing free healthcare for all citizens.
Farmers, Agriculture and Crops
Since agriculture still faces many challenges, the AAFP party manifesto directs its government to ensure the following for farmers:
a) Equip farmers with knowledge in all aspects of agriculture, including research, markets, inputs and quality seeds, while also establishing agricultural laboratories in every ward, staffed with specialists.
b) Develop quality seed nurseries at the village level, tailored to the specific crops of each area.
c) Ensure access to agricultural inputs for all farmers, including persons with disabilities, delivered on time and without discrimination.
d) Eliminate outdated farming practices, such as dependence on hand hoes and rain-fed farming, by investing in modern agricultural infrastructure and providing farmers with improved tools and equipment to address the challenges of climate change.
e) Guarantee reliable markets for all crops across the country, while promoting the establishment of both small and large processing industries to add value and produce diverse agricultural products for domestic and export markets.
f) Improve rural infrastructure, including feeder roads and modern storage facilities, to ensure crops are transported efficiently from farms and preserved properly.
Infrastructure
Since many rural roads, railways, bridges and urban planning systems still face challenges across our country, the AAFP party manifesto directs its government to ensure the following:
a) Construct roads ranging from gravel (all-weather) level up to tarmac level.
b) Establish a single authority responsible for overseeing all roads in the country.
c) Expand modern railway infrastructure to international standards, connecting the entire nation to facilitate transportation and logistics for citizens and their economic activities.
d) Build flyovers and interchanges in all major cities to reduce congestion and improve urban mobility.
Skills-Based Education
Since our education system still faces challenges of being unable to empower students for self-employment or formal employment, the AAFP party manifesto directs its government to ensure the following:
a) Develop an empowering curricula, from primary to university level that integrates technology, skills, knowledge and talent development across various disciplines.
b) Provide access to capital for establishing SIDOsupported small industries to manufacture or innovate products that meet the demands of local and international markets.
c) Create an enabling environment for graduates in construction, technical skills and other social professions to access financial resources and necessary working tools.
d) Provide free school supplies for every student from pre-primary, primary and secondary up to middlelevel colleges and universities. e) Improve teachers’ salaries and benefits while prioritising the teaching profession as a key pillar of national development.
Free Health Insurance
Since healthcare services in our country still face many challenges for citizens, the AAFP party manifesto directs its government to ensure the following:
a) Properly manage all national revenue sources, including energy, minerals, natural resources, taxation, agriculture, trade and other sectors, to finance improvements in health infrastructure, medical equipment and treatment services.
b) Provide free health insurance to all citizens, ensuring universal access to medical services without discrimination.
c) Employ all qualified medical doctors to strengthen the healthcare workforce and improve service delivery across the country.
Constitutional Compliance and Good Governance
To strengthen adherence to the Constitution and the principles of good governance in our country, the AAFP party manifesto directs its government to ensure the following:
a) Uphold governance and performance that strictly comply with the Constitution, laws, regulations, guidelines and ethical standards, ensuring accountability in delivering justice and other services to citizens.
b) Ensure autonomy of government institutions, enabling them to operate independently and efficiently in providing services to the public.
Promoting a Self-Reliant Economy
To improve the nation’s economy and that of its citizens, the AAFP party manifesto directs its government to ensure the following:
a) Utilise and manage all national resources as sustainable sources of revenue to strengthen a self-reliant economy.
b) Develop and expand other revenue sources in line with opportunity-friendly environments.
c) Ensure every citizen earns a minimum income of at least 20,000/- per day
Dual Citizenship
Since citizens have a need for dual citizenship, the AAFP party manifesto directs its government to ensure the following:
a) Enact a law establishing the best framework for citizens to acquire dual citizenship.
National Defense and Security
Since many neighbouring countries and the world at large continue to experience conflicts or diplomatic tensions, the AAFP party manifesto directs its government to ensure the following:
a) Establish nuclear facilities for national security purposes.
b) Deploy unmanned aircraft (Drones) for surveillance and defense.
c) Fortify borders with protective walls along the entire national boundary.
Job Creation
Due to challenges in employment and self-employment for citizens, the AAFP party manifesto directs its government to ensure the following:
a) Create 15 million new jobs through both formal and informal employment opportunities.
b) Set favorable conditions for investors, both domestic and foreign, to stimulate job growth.
c) Collaborate with the private sector to expand employment opportunities.
d) Ensure all graduates from tertiary colleges and universities access formal and informal employment opportunities to contribute to national production and wealth creation.
Government Structure Reforms
To avoid excessive use of public resources over citizens development, the AAFP party manifesto directs its government to ensure the following:
a) Reduce the size of the cabinet to streamline decision-making and efficiency.
b) Abolish Regional Commissioners and Regional Administrative Secretaries across the country.
c) Abolish District Commissioners and District Administrative Secretaries, transferring their responsibilities to district mayors for more effective local governance.
Land Ownership
Since land in the United Republic of Tanzania is the primary resource for economic, social and community development, the AAFP party manifesto directs its government to ensure the following:
a) Establish sustainable land use plans for the benefit of current and future generations by ensuring:
(i) All land is legally owned and managed under laws enacted by Parliament or the House of Representatives, respecting principles of equality that guarantee women the same rights as men to acquire, own, use, develop and manage land.
(ii) Only Tanzanian citizens have the right to own land in Tanzania, protected under the Constitution and national laws.
(iii) Non-Tanzanian individuals may access land solely for investment purposes and other economic or residential development.
(iv) The rights to own, use, develop and conserve land for individuals or groups, including farmers, fishers, pastoralists and small-scale miners, will be respected in accordance with laws enacted by Parliament.
Clean and Safe Energy Services
Since clean and safe energy is essential for citizens development and to address climate change caused by environmental degradation, the AAFP party manifesto directs its government to ensure the following:
a) Develop a National Water Grid to provide widespread water access.
b) Establish infrastructure that guarantees clean and safe water availability for every household.
c) Set affordable water costs to ensure all citizens can access safe and clean water.
d) Implement advanced water supply infrastructure to sustain reliable and safe water services nationwide.
Communications
Since communication is essential for exchanging information between two or more people, and given that our country still faces challenges in telecommunications and other networks, especially in rural areas, the AAFP party manifesto directs its government to ensure the following:
a) Develop reliable communication infrastructure nationwide.
b) Ensure freedom and independence of journalists and media outlets so citizens are informed about national developments.
c) Provide citizens with the opportunity for freedom of Expression, allowing everyone to voice their opinions freely.
Inclusive Democracy
To strengthen inclusive democracy, particularly in electoral matters, the AAFP party manifesto directs its government to ensure the following:
a) Allow every Tanzanian Citizen aged 18 and above, who meets the requirements to vote, to also be eligible to run for elected positions at all levels of leadership.
b) Promote democratic participation and inclusion for all groups, including people with disabilities.
c) Ensure the Independence of the National Electoral Commission (INEC) as a pillar of the nation, alongside the Parliament, the Judiciary and the government.
d) Guarantee freedom of political parties to operate without undue restrictions.
e) Ensure freedom for the party assemblies to function effectively. f) Allow all permanently registered political parties to access government funding (subsidies) to support their activities.
