Kabudi pushes for special body to oversee contracts

DODOMA: MINISTER for Justice and Constitution Professor Palamagamba Kabudi has pushed for establishment of a special body for contracts management.

This initiative aims to help the government to get rid of civil disputes in the international courts. According to the minister, some legal officers within the government ministries Departments and Authorities (MDAs) have little skills in negotiating contracts that the government signs with private firms.

Also, he added, some of them were unable to properly supervise the signed contracts, something that was landing the government into arbitration issues that were forcing the country to pay huge sums of money after losing cases.

“We have a scarcity of legal experts specialised on negotiation, that is why we have been facing civil suits in the international laws,’’ he said.

He added; “there is also a need to take State Attorneys to countries with a lot of arbitrations so that they can acquire enough skills that will help them to negotiate well before advising the country to enter into contracts.” Prof Kabudi was speaking in Dodoma on Friday during a working meeting of state legal directors, heads of legal divisions, departments and legal entities under the Attorney General’s Office.

The meeting sought to enhance professionalism and excellence on legal services provided by the legal sector in the country.

This is the first ever meeting for legal top officials to be hosted by Attorney General (AG), Hamza Johari, since he was appointed by President Samia Suluhu Hassan as the government’s Chief Legal Advisor in August 2024.

According to the AG, among other issues, the working meeting aimed at going through a detailed report on the implementation of responsibilities by State Attorneys as well as working relations between them.

Others are discussing the challenges facing State Attorneys, ethics and integrity amongst State Attorneys, implementation of the directives issued by the AG’s office and the importance of engaging State Attorneys on issues that need legal advice.

“It is my expectation that this meeting will bring positive results as it will provide direction on the strategies to provide the best legal services within the government,’’ he added.

According to him, state attorneys are a great army that is protecting the country’s economy through their pens. He insisted that the directives he will issue during the meeting will help the country to attain its ambitious development agenda.

At the meeting yesterday, Solicitor General, Dr Ali Possi said that the government was planning to put up One Stop Centres in all districts countrywide which will be offering legal services
