INEC sets new schedule for Fuoni, two wards

ZANZIBAR: THE Independent National Electoral Commission (INEC) has issued a revised timetable for the nomination of candidates and elections for one parliamentary seat and two councillorship posts following the deaths of their candidates.
The late Abass Ali Mwinyi, the CCM candidate for the Fuoni parliamentary seat in Magharibi B District, Zanzibar, passed away on 25 September 2025.
Others are Hassani Salum Hassani, who was contesting for the Chamwino councillorship seat in Morogoro Urban Constituency and Rajabu Mwanga, candidate for the Mbagala Kuu councillorship post in Mbagala Constituency. Both passed away on September 27, 2025 and were contesting on Civic United Front (CUF) ticket.
A statement issued by INEC Director of Election Mr Ramadhani Kailima, said that the parliamentary election for Fuoni Constituency and the councillor election in Chamwino and Mbagala Kuu wards will now be held on Tuesday, December 30, 2025.
According to INEC, nomination forms for the parliamentary candidate for Fuoni Constituency through Chama Cha Mapinduzi (CCM) and for councillor candidates in Chamwino and Mbagala Kuu wards through Civic United Front (CUF) will be issued from October 15 to October 2, this year.
The statement said the nomination of the parliamentary candidate for Fuoni Constituency and councillor candidates in Chamwino and Mbagala Kuu wards will take place on October 21 this year. The campaign for the Fuoni Constituency parliamentary election will take place from October 22 to October 27 this year.
The INEC said from October 28, 2025, to November 4, 2025, campaigns will be suspended to allow for early voting in Zanzibar and on the polling day until the announcement of the 2025 General Election results.
The statement said the campaigning will resume from November 5, 2025 and continue until December 29, 2025.
The INEC further said that the campaign for the councillorship election in Chamwino Ward and Mbagala Kuu Ward will take place from October 22, 2025, to October 28, 2025.
The statement announced that all campaigns will be suspended from 29 October to 4 November 2025 to allow for voting in the General Election and the announcement of results.
The campaigning will resume from November 5, 2025 and continue until December 29, 2025.
Mr Kailima said the timetable has been issued in accordance with the provisions of Sections 68(1), (3) and (4) and 71(2) of the Presidential, Parliamentary and Local Government Elections Act No.1 of 2024.
He reminded political parties, candidates and all stakeholders to adhere strictly to the Constitution, electoral laws, codes of conduct and INEC guidelines to ensure a smooth election process.
He also said that the new nominations will not include previously nominated candidates from other political parties unless they formally withdraw their candidacy.
