How 4Rs transforms TZ

ANALYSTS consider the 4Rs philosophy of President Samia Suluhu Hassan as key driver of achievements recorded so far in her two years of leadership in the country’s top office.

The 4Rs stands for Reconciliation, Resilience, Reforms and Rebuilding, and serve as a necessary tool in addressing the contemporary issues affecting the country’s social, political, and economic systems.

The analysts stated their views on different occasions while speaking to the Daily News, expressing their optimisms that the Head of State will maintain the pace.

Also, they commended President Samia for her bold determination to transform the country through effective delivery of social services and execution of development projects and programs.

University of Dodoma (UDOM) lecturer Dr Paul Loisulie said the 4Rs philosophy is a brilliant idea that will last for many years to come.

“Apart from carrying on with the implementation of strategic development projects, Dr Samia has shown us how innovative she is, by coming up with a philosophy that works in all aspects,” he said.

Adding; “Through the implementation of this philosophy why we are now seeing mutual understanding among Tanzanians and resumption of political rallies that had stopped for a long time”.

Dr Loisulie, however, nodded for President Samia’s decision to extend a fee free education policy to Form Five and Six students from the initial plan that only covered those in Primary and ordinary level Secondary School.

“We have seen her carrying on with the implementation of development projects that were initiated by the fifth phase government when she was the Vice President,” he highlighted.

The projects included construction of the Standard Gauge Railway (SGR), Bridges, roads, Julius Nyerere Hydropower Project (JNHPP), construction of a government city in Dodoma, schools, health facilities and many others.

A lecturer at the Tumaini University Dar es Salaam College (TUDARCO), Rachel Yusuph said Dr Samia has demonstrated her bold initiatives in promoting equality for sustainable development.

According to her, efforts to promote gender equality for sustainable development can be seen through the formulation of the ministry of Community Development, Gender, Women and Special Groups.

Moreover, the efforts to increase supply of water in urban and rural areas, this is a great initiative that supports the welfare of women who are spending most of their time fetching water.

In two years of her administration, the supply of water in the country has increased by 6.8 per cent from 70.1 per cent of March 2021 to 76.9 per cent.

Apart from nodding to Dr Samia’s 4Rs philosophy, the analysts also noted the government’s focus on promoting the agriculture sector which is the backbone for the national economy.

“We have seen a massive increase in the agriculture budget to almost one trillion from 294bn/-, and a large portion of it is for irrigation schemes that will benefit youth, this is a good initiative in creating employment,” she said.

A political analyst Damian Nyoni appreciated President Samia’s efforts in promoting diplomacy and multilaterals cooperation.

According to him, the Head of State is determined to promote further the national agenda at the regional and global level, adding that the efforts have started to pay off.

Mr Nyoni noted that President Samia’s efforts serve as the way for economic growth of Tanzania and the whole continent.

“President Samia is effectively implementing Tanzania’s foreign policy that focuses on economic diplomacy, being part of efforts to take forward the agenda spirit of Africa’s Continental Free Trade Area (AfCTA),” he said.

In various occasions, President Samia has been insisting on her commitment to transforming the country in all sectors given the available resources and strategies put in place.
