Govt pledges stronger devolution for Vision 2050

DODOMA: THE government has pledged to strengthen devolution of power to local government authorities, saying empowered councils are crucial for citizen participation and faster implementation of Development Vision 2050.
Deputy Minister in the Prime Minister’s Office (Regional Administration and Local Government), Dr Jafar Seif said devolution is not just an administrative policy but a foundation for bringing decision-making and development closer to the people.
He made the remarks yesterday in Dodoma while opening the 16th Annual General Meeting of the Tanzania Local Government Reforms Association (TOA), noting that local governments, being closest to citizens, must have strong leadership and capacity to deliver services effectively.
“Development of our nation depends on empowering citizens at the grassroots level. We must continue strengthening devolution in practice so that people see real results in their daily lives,” Dr Seif said.
He said the government is improving systems for implementing and managing devolution, particularly in financial management, with development funds now channelled directly to lower-level institutions, including schools, health facilities, ward and village offices.
Dr Seif noted that Vision 2050 envisions a modern economy, a prosperous society, quality social services and increased use of technology and innovation, adding that achieving these goals requires strong, accountable and well-planned local governments.
“This is how we should understand Vision 2050. It starts now, and it starts with us,” he said.
He urged councils to strengthen development planning, manage public resources prudently and enhance citizen participation, noting that feedback from wananchi is vital in assessing performance and ensuring responsive development.

Dr Seif said the meeting’s theme, “Devolution in Local Government Authorities is a Strong Pillar of Development Vision 2050,” should guide practical implementation of national priorities.
He also called on councils to boost domestic revenue collection, invest in productive projects, improve services based on community needs and ensure proper use of public funds.
Meanwhile, TOA Chairman Albert Msovela said the organisation is well positioned to support implementation of Vision 2050 through local government reforms.
He said TOA will continue promoting citizen participation through the Opportunities and Obstacles to Development (O&OD) approach, which has improved revenue management, service delivery, environmental protection and grievance resolution.
Mr Msovela said Tanzania’s abundant natural resources, including land, minerals and tourism attractions, provide a strong base for accelerating development and improving services under Vision 2050.
