GIS technology at PMO pavilion impresses President Mwinyi

DAR ES SALAAM: THE modern digital technology impressed Zanzibar President, Dr. Hussein Ali Mwinyi, when he visited the Integrated Pavilion of the Prime Minister’s Office at the  49th Dar es Salaam International Trade Fair in Dar es Salaam today, July 7, 2025.

During the visit, Dr. Mwinyi had the opportunity to witness various modern digital systems designed to enhance government service delivery, particularly in the areas of disaster management, rapid response services, and registration of important data for special groups in society.

Among the systems showcased was the Hazard Mapping System for Climate Change-Related Disasters. This system has been developed in line with Section 31(2)(a) of the Disaster Management Act, Chapter 242, which mandates government institutions and local government authorities to integrate disaster prevention and mitigation measures into their plans and budgets.

The system uses Geographic Information System (GIS) technology to identify areas at risk of disasters such as floods, droughts, and heatwaves. It considers social, economic, environmental, and technological indicators to support stakeholders in planning and implementing effective development strategies.

Additionally, Dr. Mwinyi was briefed on the Rapid Fire Alert System, developed to address delays in reporting fire incidents to the Fire and Rescue Force due to various challenges, including lack of awareness of emergency contact numbers and panic during fire outbreaks, especially in areas where mobile phones are restricted such as schools and prisons.

This system is directly integrated with fire extinguishers. Once a fire extinguisher is picked up for use, the system automatically sends an alert via phone call and SMS, indicating the location of the incident to the Fire and Rescue Force and other stakeholders—without the need for human intervention.

Dr. Mwinyi was also introduced to the National Disability Information System, an electronic platform for registering persons with disabilities, securely storing their data, and facilitating the transfer of such information for national use.

Key benefits of this system include reducing transportation and data collection costs, providing accurate statistics to aid in effective policy planning and implementation, and promoting the inclusion of persons with disabilities in social services and national development programs.

President Mwinyi toured the pavilion as the Guest of Honour during the official opening of the 49th Dar es Salaam International Trade Fair, expressing satisfaction with the Government of the United Republic of Tanzania’s commitment to leveraging technology to simplify service delivery and enhance public sector efficiency.
