Edward Lowassa: A political journey and legacy

TANZANIA: On a scorching Saturday, journalists in Dar es Salaam gathered at Msasani Beach for their annual Bonanza. Meanwhile, some remained in their newsrooms, unaware of the impending news that would disrupt their schedules: the passing of former Prime Minister Edward Lowassa, announced by Vice President Dr. Philip Mpango through the national broadcaster, TBC.

In response to Lowassa’s passing, top leaders and public figures conveyed their condolences. President Samia Suluhu Hassan swiftly ordered Tanzania’s flag to be flown at half-mast and declared a five-day national mourning period.

Edward Lowassa, born on August 26, 1953, was the fourth child of herdsman Ngoyai Lowassa in Monduli District, Arusha Region. Married to Regina Lowassa, he was a father of five, including Fredrick Lowassa, who serves as a Member of Parliament for Monduli constituency.

His educational journey began at Monduli Primary School, where he excelled as the school band leader. He continued his studies at Arusha Secondary School, followed by Milambo Secondary School for his A-levels. He later graduated with a BA in Fine and Performing Arts from the University of Dar es Salaam in 1977 and earned an MSc in Development Studies from the University of Bath in the UK in 1984.

Lowassa’s political career unfolded during the presidency of Ali Hassan Mwinyi. He served as Minister of State in the Prime Minister’s Office and later as Minister for State in the Vice President’s Office for Environment and Poverty. Notably, he was appointed Minister of Water and Livestock Development after the 2000 general elections.

In 2005, despite not seeking the CCM presidential nomination, he was nominated as Prime Minister by President Jakaya Kikwete, a position he held until February 7, 2008. Lowassa resigned following his implication in the Richmond Energy deal corruption scandal.

After leaving office, Lowassa made a significant political move in 2015 by defecting from CCM to stand as an opposition candidate for the presidential seat against Dr. John Magufuli. Although unsuccessful, he returned to CCM in 2019.
