Dr Samia launches RWA, a scientific initiative for young learners

DAR ES SALAAM: PRESIDENT Samia Suluhu Hassan has today, January 29, 2026, launched a scientific strategic programme aimed at building strong foundations in Reading, Writing, and Arithmetic (RWA) for pre-primary children and standard one and two pupils.

Speaking at the launching ceremony held at the headquarters of the National Examinations Council of Tanzania (NECTA) in Dar es Salaam, the President said that the programme is among the commitments she pledged to fulfill within the first 100 days after the election.

Additionally, she said that the initiative is part of the implementation of the 2014 National Education and Training Policy, which seeks to ensure that every citizen acquires knowledge, skills, values, and the capacity to contribute to national development.

“We can build strong infrastructure and advance knowledge and technology, but if we fail to strengthen the early foundation of teaching our children, we will be building on a weak foundation,” she stated.

She noted that the programme reflects the implementation of the National Education and Training Policy of 2014, as revised in 2023, which focuses on empowering citizens with knowledge, skills, values, and the ability to contribute to the country’s development and well-being.

Moreover, the Head of State noted that the government is implementing the measures in fulfillment of various international commitments, including the African Union’s 2024 declaration.

Elaborating, she said that for the country to effectively implement Africa’s Agenda 2063, it must build its people’s capacity through education, skills, and knowledge, and the just launched strategy is a response to that call.

She further said that the strategy being launched today is part of the implementation of Goal Number Four of the United Nations Sustainable Development Goals (SDGs), which calls for the provision of quality education.

“Therefore, we have implemented our strategies at the national, continental, and international levels. The United Nations, seeing what we are doing today, will highly commend us. We are on the right path and making good progress,” she said.
