Dr Chuwa: 4Rs philosophy drives PSSN II success
KILIMANJARO: CHIEF Government Statistician, Dr Albina Chuwa, has stated that President Dr Samia Suluhu Hassan’s 4Rs philosophy has significantly contributed to the success of Tanzania’s Productive Social Safety Net II (PSSN II) programme, which aims to improve the economic status of poor households in the country.
The 4Rs represent Reconciliation, Resilience, Reforms and Rebuilding.
Dr Chuwa made the remarks over the weekend in Moshi, Kilimanjaro Region, during the launch of a training seminar for researchers conducting the final evaluation study of the PSSN II implementation.
“Performance in various areas of governmental activities, based on President Dr Samia Suluhu Hassan’s 4Rs philosophy, has achieved great success. The PSSN II has also thrived using this philosophy, particularly the last two Rs, which are Reforms and Rebuilding,” she said.
Dr Chuwa urged the training participants to incorporate the 4Rs philosophy when conducting the final evaluation of the PSSN II programme, emphasising the importance of their work in the government’s efforts to eliminate poverty.
In her opening remarks during the seminar, which involved 135 participants, the Commissioner of the 2022 Population and Housing Census, Ms Anna Makinda, stressed the importance of paying close attention to the training to conduct the evaluation with honesty and integrity.
“The government of Tanzania is conducting this assessment to measure whether the programme is achieving its intended goals of reducing extreme poverty among households,” she said.

Ms Makinda expressed hope that the evaluation would provide a clear picture of the current situation and help the government to identify successful areas and those requiring increased efforts to ensure the programme’s mission to eradicate poverty is achieved.
Ms Makinda, a former Speaker of the Parliament of the United Republic of Tanzania, also urged participants to fully grasp the training content to carry out the assessment with integrity, professionalism, and honesty, recognising the importance of their work for national development.
Earlier, the Executive Director of the Tanzania Social Action Fund (TASAF), Mr Shedrack Mziray, noted that PSSN II was launched in February 2020 and currently involves more than one million households across 184 local governments in Mainland Tanzania, Zanzibar and Pemba.
