DC Ilala: 10 Percent Loans to be Managed with Transparency and Equity
DAR ES SALAAM: THE Ilala District Commissioner, Edward Mpogolo, has pledged to ensure that the issuance of 10 percent loans from the council’s internal revenue is managed transparently and equitably, in line with the government’s mission to economically empower special groups, particularly women, youth, and persons with disabilities.
Speaking yesterday at the Ilala District Women Entrepreneurs Forum held at the Diamond Jubilee Hall in Dar es Salaam, Mpogolo reaffirmed the government’s commitment to ensuring that these funds reach the intended beneficiaries without favoritism or discrimination.

“The Sixth Phase Government’s directives are clear—to ensure that these loans reach the right beneficiaries. We will continue to monitor the implementation closely, with full transparency and fairness,” he said.
The loans, which constitute 10 percent of the council’s internal revenues, are part of a nationwide strategy to support marginalized groups and enhance their participation in the economy.

The Director of the City of Dar es Salaam, Elihuruma Mabelya, revealed that over 5 billion shillings have been allocated in the current financial year for the programme.
“All necessary preparations have been finalized. The loans will be issued to eligible groups under the new regulations, through formal banking systems to ensure effective disbursement and monitoring,” Mabelya stated.
The forum brought together women entrepreneurs from diverse backgrounds, including notable figures who have held senior government positions. Among them was former Minister of Finance, Dr. Zakia Meghji, who encouraged women to take full advantage of the initiative.

“Believe in yourselves. These loans are an opportunity to grow your businesses and transform your lives,” she said.
The forum, organized to foster unity and build capacity among women entrepreneurs, focused on promoting gender equality and inclusive economic development.
