CCM issues new levy directive

THE Central Committee of the ruling CCM party has directed the government to work on public views regarding the newly introduced banking transaction levy which came into effect last month.

The party’s top organ issued the directive during its meeting held in Dar es Salaam on Wednesday under the chairmanship of President Samia Suluhu Hassan.

CCM Ideology and Publicity Secretary, Mr Shaka Hamdu Shaka told journalists on Thursday that, among other agenda, the CC received and discussed various budgetary measures that are being taken by the government to raise funds for the implementation of various development projects.

He said one of the areas in which the central committee reviewed is the levies being collected through various electronic transactions, while acknowledging the impact of the levies in improving social services delivery across the country.

“There is no objection that the government has done a lot within a short period of time through the levies collected such as the construction of 234 health centres and 214 new schools and investing in other areas which have direct impact on people’s lives,” Mr Shaka said.

But, he added:  “After thorough discussion, the committee has seen the need for the government to listen to the views and advice given by wananchi on budget execution, especially with regards to the levies imposed on electronic transactions and take appropriate steps.”

“These directives are in line with the party’s election manifesto 2020-2025 which aims to increase access to financial services at affordable charges, encourage the use of Information Communication Technology (ICT) in provision of financial services to increase financial inclusion, stimulate investment and meet people’s actual needs especially low-income population in rural areas,” he said.

According to Mr Shaka, the party also directed the government to focus on cost-cutting measures and create an enabling environment that will build an inclusive economy thus widening the tax base and come up with new sources of income in order for the country to have a friendly tax system.

During its meeting, the Central Committee also commended President Samia for her excellent leadership and implementation of the party’s Election Manifesto 2020 –2025, through strengthening social services, social welfare, and economic growth and stimulating sustainable development.

Among the priority areas include the agriculture sector whereby through the national budget for 2022/2023, it has set aside 954bn/- which is an increase of 224 per cent for improving the sector.

He said the budget is focused on providing fertiliser subsidies for increased efficiency and reducing prices for agricultural inputs and construction of irrigation infrastructure.

Mr Shaka also said that the government invested heavily in agriculture because it is aware that modern farming is crucial for increasing employment, income and assures food security in the country.

The CC further commended President Samia for leading the nation well during the 2022 Population and Housing Census (PHC) which is the first digital census to be conducted in the country which is crucial in planning and executing development plans and programmes which have direct impact on people’s lives.

The Central Committee equally commended Zanzibar President Dr Hussein Ali Mwinyi for continuing to implement various economic and social development projects with great success as well as taking stern measures against corruption, economic sabotage and embezzlement that hinder development.
