Tanzania, Zanzibar exchange digital procurement management expertise

DODOMA: OFFICIALS from Tanzania’s Ministry of Finance and Zanzibar’s Ministry of Finance and Planning have exchanged experience on using and managing the Electronic Register of Government Procurement and Supplies Personnel Information System (PSPIS).

The officials met in Dodoma for a working session focused on sharing knowledge about the system’s design, development and use in implementing Section 7(j) of the Public Procurement Act No. 10 of 2023.

The Act requires the Ministry to advise on the structure and appointment of heads of Procurement and Supplies Management Units and recommend transfers of officers responsible for procurement and supplies functions.

Acting Commissioner for Public Procurement Policy, Alex Haraba, said PSPIS enables the government to maintain accurate and up-to-date information on procurement and supplies personnel.

“The use of the system enables procurement and supplies officers’ information to be collected and managed efficiently, helping the government make decisions based on accurate and timely information,” Haraba said.

He said the information supports human resource planning, identification of staffing needs, capacity-building programmes and policy and operational advice.

Haraba added that the personnel register was an important administrative tool for maintaining accurate, verified and regularly updated records within Procurement Management Units.

Experts from the Ministry of Finance’s Department of Financial Systems Management and Internal Services also explained how PSPIS has been integrated with the National e-Procurement System of Tanzania (NeST).

The integration is intended to improve information exchange, strengthen personnel management and advance digital systems in public procurement.
