Dar RC instructs Kinondoni District to embrace PPPs for sustainable economic growth

DAR ES SALAAM: DAR ES SALAAM Regional Commissioner, Albert Chalamila, has urged Kinondoni Municipal Council to move beyond relying solely on revenue collection and instead embrace Public-Private Partnerships (PPPs) and equity investments in major development projects to transform the municipality into a hub of sustainable wealth and economic growth.

Speaking during the Kinondoni Municipal Council meeting, Chalamila said the municipality possesses enormous economic potential that can only be fully realised by changing its investment approach. He said the council should identify projects that can be implemented through partnerships with the private sector, allowing the municipality to focus on oversight while benefiting from long-term returns.

“The council should not bear the entire cost of investment when it can partner with the private sector and achieve greater returns using fewer resources,” Chalamila said, adding that even projects such as KMC Football Club could be run under a partnership model involving private investors and shareholders to improve efficiency and reduce the financial burden on the council.

He further challenged council leaders to adopt a business-oriented approach when planning development projects by conducting thorough feasibility studies, including assessments of return on investment, payback periods and long-term profitability. He warned against investing in projects that fail to meet public demand, noting that some markets had become “dead projects” due to inadequate planning before construction.

The Regional Commissioner also proposed that Kinondoni Municipal Council should begin benefiting directly from large-scale investments taking place within the municipality through equity participation rather than relying only on taxes, fees and levies.

Citing high-rise developments in Masaki and other parts of Kinondoni, he suggested the council could acquire minority shareholdings in selected projects to secure a steady stream of long-term revenue.

He said such a strategy would strengthen the municipality’s financial base, improve public service delivery and ensure that the wealth generated within Kinondoni benefits more residents through productive investment and greater private sector participation.
