Chande Commission dismisses mass grave claims after scientific inquiry

DAR ES SALAAM: THE Commission of Inquiry into the unrest linked to the 29 October 2025 General Election has dismissed allegations of mass graves in Kondo, saying extensive investigations found no evidence to support claims circulated by sections of the international media.

Presenting the commission’s findings, Chairperson Mohamed Othman Chande said the inquiry carried out a thorough investigation involving site inspections, interviews with cemetery administrators and scientific analysis, including the use of satellite imagery.

Justice Chande said the commission visited and examined the Kondo burial grounds and engaged experts to verify the allegations through scientific methods.

He noted that the physical setting of the area, surrounded by residential communities and under continuous observation, further reinforced the commission’s conclusion that no evidence of mass graves existed.

“After considering the situation on the ground together with the findings of the scientific investigations, the commission established that the allegations could not be substantiated,” he said.

The findings are expected to help address public concern and counter misinformation that emerged during the period of unrest following the elections.

At the same time, the commission underscored the importance of accountability and professionalism in the handling of security operations during the disturbances.

Justice Chande said the inquiry received testimonies from victims and witnesses raising concerns over possible excessive use of force in some incidents.

Some accounts alleged that individuals were shot or injured in areas where there was no active unrest, including inside homes and business premises.

He said such allegations require further investigation to ensure adherence to national, regional and international standards governing the use of firearms.

“These are serious allegations that deserve comprehensive investigation to establish the facts and ensure that the established principles on the use of firearms are fully observed,” he said.
