OCPD plan targets legal efficiency

DODOMA: THE Parliamentary Standing Committee on Administration, Constitution and Legal Affairs has approved the draft plan and budget estimates for the 2026/2027 financial year for the Office of the Chief Parliamentary Draftsman (OCPD), marking a key step toward strengthening the country’s law-making systems.
The plan was endorsed over the weekend in Dodoma under the leadership of the Committee’s Vice-Chairperson, Mr Edwin Swalle. The budget framework outlines strategic priorities aimed at enhancing efficiency within the OCPD, including expanded use of digital systems to improve legislative drafting processes and management of legal documents.
The plan also focuses on producing high-quality bills to support implementation of the Tanzania Development Vision 2050. Among the key deliverables is the release of the 2027 revised edition of subsidiary legislation and an updated interpretation guide, intended to improve accessibility and clarity of laws for practitioners and the general public.
The Office will also intensify efforts to improve the quality of bills and legal instruments published in the Government Gazette to ensure they meet professional and legal standards.

Capacity-building for staff through continuous training is another major priority, aimed at strengthening expertise, innovation and overall productivity. Presenting the budget estimates for the Ministry and its institutions, Mr Eliakim Maswi expressed gratitude to the Committee for its guidance, saying it has played a crucial role in strengthening the legal sector.
He also thanked the government for allocating funds for the revision and interpretation of subsidiary legislation, noting that the move will help broaden public understanding of the law. Mr Swalle underscored the importance of coherence in national laws to ensure effective implementation of development agendas.
Committee members commended the OCPD for its professionalism and innovation in ensuring laws are drafted and reviewed on time and in line with the country’s social and economic transformation.
The approval of the budget framework paves the way for final preparations ahead of the official budget presentation in the upcoming Parliamentary Budget Session.
