Tanzania cautions mining license holders against illicit operations

DODOMA: THE Tanzanian government, through the Mining Commission, has reiterated the importance of enforcing laws and regulations in the mining sector, urging license holders to ensure that mining activities benefit Tanzanians and protect national interests.

Speaking in Dodoma during a meeting with license holders, the Commissioner of the Mining Commission, Engineer Theonestina Mwasha, stated that the government’s priority is to empower local license holders while ensuring that foreign investors comply with all investment procedures before commencing operations.

She explained that foreign investors are required to obtain approval from the relevant Regional Mining Officer before starting any activities, in addition to possessing the necessary technical expertise in the sector.

“It is the responsibility of a license holder to protect the dignity and interests of Tanzanians in mining areas. It is unacceptable for a Tanzanian to be exploited under a license owned by another Tanzanian. The regulations are in place—adhere to them,” said Engineer Mwasha.

She further noted that license holders must comply with all license conditions, including appointing a qualified manager to oversee mining operations and ensure the safety of workers at mining sites.

Engineer Mwasha also cautioned against the practice by some local license holders of engaging foreign investors without following official procedures through the Mining Offices, emphasizing that all agreements must be formal and approved by the relevant authorities.

“Foreign investors must respect Tanzanian customs and traditions, and ensure they have professionals capable of communicating in both Kiswahili and English. The government is committed to protecting and advocating for local stakeholders,” she emphasized.

On her part, Mining Commission Legal Officer Hadija Ramadhan stated that the Commission continues to educate license holders on technical assistance agreements in accordance with the Mining Act, Chapter 123.

She clarified that small-scale mining license holders are allowed to enter into technical assistance agreements with facilitators, but such agreements must be formalized and approved by the relevant mining authorities.
