Zanzibar tables leaders’ performance system as it marks Ethics, Human Rights Day

ZANZIBAR: THE Revolutionary Government of Zanzibar has today, December 15, 2025, celebrated the World’s Ethics and Human Rights Day with a process to establish a Performance Appraisal System for Leaders, which will aim to increase accountability, efficiency, and productivity
During the occasion held at the Dimani Conference Hall, Mjini Magharibi Region, the President of Zanzibar, Dr. Hussein Ali Mwinyi, who was the official guest at the celebration, said the government is in the process of establishing a Performance Appraisal System for Leaders, which will aim to increase accountability, efficiency and productivity in the provision of services to the public as well as strengthen the performance of public institutions.
Dr. Mwinyi also stated that the Isles government will take strict legal action against leaders and public servants who fail to complete and submit the ethics declaration forms to the Public Leaders Ethics Commission on time.
He stressed that, according to the law, every leader and public servant is required to submit the forms before December 30, 2025.
Explaining the statement of the Chairman of the Public Leaders Ethics Commission, Dr Mwinyi said that so far only 530 leaders, equivalent to 19 percent, out of the 2,750 leaders required by law, have completed the exercise.
He stated that the government will not hesitate to take action against those who violate these legal requirements.
Speaking about the fight against corruption and economic sabotage, President Dr Mwinyi said the Anti-Corruption and Economic Fraud Prevention Authority (ZAECA) has received and processed a total of 524 reports.

He explained that during the period January to October 2025, ZAECA successfully controlled and recovered a total of 6.4bn/-, and 89,371 US dollars were returned to the government, while 1.14bn/- and 4,999 US dollars were returned to the citizens.
Dr Mwinyi said Tanzania, including Zanzibar, has continued to make great strides in implementing the United Nations Goals related to human rights and the fight against corruption, through the ratification and implementation of international treaties and strategies.
Dr. Mwinyi called on leaders of government institutions to use the media to educate citizens about the country’s activities and development, and also encouraged citizens, the media, civil society organizations, and the public sector to collaborate with the Government in strengthening good governance, human rights, and the fight against corruption.
Likewise, President Dr. Mwinyi has commended the Public Leaders Ethics Commission for handling citizens’ complaints regarding breaches of ethics by leaders, with a total of 28 complaints received and eight already processed.
