Legal experts tackle challenges Tanzania faces in the technological era

DAR ES SALAAM: LAW students, legal professionals, and judges from various institutions across meet in Dar es Salaam to deliberate on ‘Taxation of Digital Assets in Tanzania as this year’s central theme

THE fifth edition of the Victory Attorneys National Moot Court Competition (VAC Moot 2025) was officially held at the Tanganyika Law Society (TLS) – Wakili House in Dar es Salaam, marking five years since the competition’s inception.

Organized by Victors Hub Limited in collaboration with the Association of Young Lawyers (AYL-TLS), the Tanzania Revenue Authority (TRA), and Serengeti Bytes, the event brought together law students, legal professionals, and judges from various institutions across the country to deliberate on this year’s central theme: “Taxation of Digital Assets in Tanzania.”

This year’s competition drew participants from various law schools across the country, providing a platform for showcasing legal reasoning, research, and analytical skills.

 The event highlighted real-world challenges facing the nation in an era of technological advancement and financial innovation.

Speaking at the closing ceremony, Mr. Rayson Elijah Luka, Chief Executive Officer of Victors Hub Limited, reflected on the history and achievements of the VAC Moot since its establishment in 2020.

“Today, we are not just celebrating an academic event, but a dream. A dream that began five years ago with a simple idea: to build a platform where law students can transform knowledge into skill, passion into argument, and voice into influence,” said Mr. Luka.

He noted that over the past five years, the competition has involved more than 1,000 students, many of whom now serve in renowned law firms and institutions both locally and internationally.

Addressing the theme of this year’s competition, Mr. Luka emphasized:

“Digital asset taxation is a critical topic today. It touches everything – from digital currencies to fintech and global taxation. We need lawyers who can lead these reforms with both expertise and integrity.”

Mr. Ted Silkuwasha, Deputy Commissioner for Technical Services at TRA, applauded the VAC Moot for playing a key role in nurturing the next generation of legal minds, aligning with TRA’s own efforts to modernize tax administration through digital systems.

“This competition equips participants with deep legal insight and advocacy skills – qualities that are essential for upholding justice and ensuring effective tax collection in today’s digital economy,” he stated.

Advocate Emmanuel Phalet Ukashu, Chairperson of AYL-TLS, emphasized that the partnership between AYL and Victors Hub aims to foster academic mentorship and build legal capacity for young professionals.

“Through platforms like this, we are raising a generation of lawyers who are principled, courageous, and capable of formulating impactful legal arguments for our nation,” Advocate Ukashu said.

On his part, Mr. Erick Mabula, TRA’s Manager for Digital Taxation, pointed out that the authority is continuously strengthening its digital systems through partnerships with academic institutions, as a means to enhance transparency and efficiency in tax collection.

“Through competitions like this, we are raising lawyers who will lead digital legal reforms and ensure justice and balance within Tanzania’s financial systems,” he added.

As VAC Moot 2025 marks its fifth anniversary, it continues to affirm its role as a national platform bridging legal education and innovation, preparing Tanzanian youth to become tomorrow’s leaders through knowledge, ethics, and a vision for justice in the digital era.
