TIRA eyes strengthened insurance laws to support Dira 2050

DODOMA: The Tanzania Insurance Regulatory Authority (TIRA) has embarked on strengthening the industry’s legal and regulatory frameworks to ensure the industry effectively supports national economic transformation through the Vision 2050.
Speaking on behalf of the Attorney General during the opening of a capacity-building training for state attorneys on insurance matters on Friday in Dodoma, the Assistant Director of Legal Coordination and Advisory Services in the Office of the Attorney General, Mr Ipyana Mlilo, highlighted the critical role of the insurance sector in supporting the implementation of Vision 2050.
Organised by the Tanzania Insurance Regulatory Authority (TIRA), the training aimed to build legal and technical capacity among government attorneys regarding TIRA’s operations and establish strong legal foundations guiding the insurance sector in the country.

Mr Mlilo said the National Vision 2050 sets out the country’s ambition to attain a strong, competitive, and technologically advanced economy capable of delivering quality services to citizens.
“The insurance sector is one of the key enablers of Vision 2050, providing protection against economic and social risks while creating a conducive environment for investment,” he said.
He added that the training was not only a professional development platform but also a direct contribution to the implementation of Vision 2050 objectives, by enhancing state attorneys’ understanding of the legal framework that governs the insurance industry.
“This knowledge will enable you to provide sound legal advice, participate effectively in policy and regulatory formulation, and competently handle insurance-related disputes in your daily duties,” he emphasised.
Mr Mlilo further noted that a shared understanding between TIRA and the Office of the Attorney General forms a strong foundation for upholding the rule of law in the insurance sector, enabling operational efficiency, prudent resource management, and the development of resilient financial institutions.
Speaking on behalf of the TIRA Commissioner, the authority’s Insurance Dispute Mediator, Ms Magreth Mngumi, said the training was part of TIRA’s ongoing efforts to ensure that all stakeholders, including government attorneys, gain a broad understanding of the legal, technical, and operational aspects of the sector.
“We recognise that the legal opinions and guidance provided by the Office of the Attorney General play a significant role in shaping a conducive investment climate and safeguarding public interest in insurance matters,” she said.
Ms Mngumi added that through this seminar, TIRA aimed to strengthen collaboration with the Office of the Attorney General and other public institutions to ensure that insurance laws, regulations, and policies continue to be enhanced and effectively implemented.
TIRA’s Director of Legal Services, Mr Ponziano Lukosi, said the authority continues to receive and implement all directives issued by the Office of the Attorney General, ensuring full compliance with laws and guidelines so that the insurance sector remains fair, transparent, and beneficial to the public.

“TIRA works closely with the Attorney General’s Office to ensure mutual understanding and successful execution of national objectives,” he said.
The training featured presentations on various topics, including the Universal Health Insurance Act, insurance laws and guidelines, reinsurance concepts, and practical experiences in the management of insurance in Tanzania.
