What investors must do before opening fuel station in Tanzania-regulator

IRINGA: The Energy and Water Utilities Regulatory Authority (EWURA) has reminded prospective investors that obtaining a construction permit from the regulator is a mandatory step before establishing any fuel station in Tanzania.
The call was made today, October 3, 2025, in Iringa by EWURA’s Central Zone Manager, Ms Hawa Lweno, during a meeting with stakeholders from the petroleum, electricity, and water sub-sectors.
Ms Lweno noted that while there has been a growing response from investors opening fuel stations, particularly in rural areas, challenges have arisen where some begin construction without acquiring EWURA’s permit.

“I urge anyone planning to set up a fuel station to first obtain a construction permit from EWURA before starting. Failure to comply with this legal requirement will result in a fine of 20 million shillings,” she cautioned.

She explained that the permit is essential, as it allows EWURA experts to verify and ensure that the construction adheres to established health, safety, and environmental standards.
For his part, one of the participants, Mr David Mlyapatali, said the session was highly beneficial as it enhanced their understanding of the procedures and responsibilities involved in running such businesses.
