PS hails PURA-ZPRA partnership

DAR ES SALAAM: The Permanent Secretary of the Zanzibar Ministry of Blue Economy and Fisheries, Captain Hamad Bakar Hamad (first from right), has commended the Petroleum Upstream Regulatory Authority (PURA) and the Zanzibar Petroleum Regulatory Authority (ZPRA) for strengthening sectoral collaboration.
Captain Hamad gave the commendation today, July 7, 2025, during his visit to the PURA pavilion at the ongoing 49th Saba Saba International Trade Fair in Dar es Salaam.
Providing details to the Permanent Secretary, PURA’s Senior Geologist Ebeneza Mollel stated that since the signing of the Memorandum of Understanding (MoU) between PURA and ZPRA in 2022, the two institutions have closely collaborated on various matters aimed at exchanging experience and building capacity.

Among the areas of collaboration are petroleum data management, auditing of investment costs, and the development of laws, regulations, and guidelines.
Other areas include the regulation and supervision of upstream petroleum activities and ensuring public participation in these undertakings.
“I would like to take this opportunity to inform you that these institutions have continued to implement the MoU, and just last week, on July 1, 2025, PURA and ZPRA management held their sixth meeting to review the 2024/25 MoU implementation report,” Ebeneza explained.
After receiving the briefing, Captain Hamad applauded PURA and ZPRA for their continued cooperation and urged both institutions to uphold and value the partnership.
