WHAT’S INSIDE: KEY HIGHLIGHTS FROM NCCR-MAGEUZI MANIFESTO
DAR ES SALAAM: THE National Convention for Construction and Reform’s (NCCR-Mageuzi) has officially launched its 2025-2030 Election Manifesto, which is centred on building a just and inclusive economy.
The party also pledges to enforce accountability and ethics across all levels of government as the foundation for effective service delivery and national prosperity The manifesto covers fundamental agenda as outlined below
National Understanding
• If elected, the party promises to promote national unity and political cohesion by driving the development of a new constitution before the 2030 General Election.
This pillar is expected to fostering peace, good governance, national reconciliation and prioritising leadership ethics.
Key reforms include establishing an independent National Electoral Commission (INEC) and intensifying anti-corruption efforts to nurture patriotism.
New Constitution
• NCCR-Mageuzi aims to uphold the rule of law and good governance by expanding the separation of powers.
The fundamental goal of this agenda is to uphold rule of law and good governance through among others, widening separation of power, devolution of power from the central government to the local government.
• It proposes devolving authority from central to local governments, reducing the president’s executive powers and increasing citizens’ capacity to hold leaders accountable.
• The party also plans to constitutionally strengthen the information sector to enhance democracy and freedom of expression.
This agenda aims at providing constitution mandate to the information sector in efforts of strengthening democracy and freedom of expression.
Education
• NCCR promises that if elected, the current education system will be reformed to better reflect both local and global market demands through a new curriculum. The party promises to ensure education provided in the country can transform both individual life and the country at large.
• The party also pledges that if given mandate to lead, its government will ensure school children are healthy by providing them with meals. This initiative, the party believes will significantly boost academic performance.
• The party promises to ensure schools are connected with electricity to support implementation of Information Communication Technology’s (ICT) learning.
• Secondary education will be shortened from four years to two years, while maintaining fee-free access.
• The party pledges to allocate at least 30 per cent of all government budgets to education sector.
Health and Community Welfare
• The NCCR government will enhance basic healthcare and launch special programme designated to prevent disease outbreaks, including communicable diseases.
• The party will improve maternal and child health by bringing healthcare facilities including hospital closer to people.
• NCCR also promises to improve salaries for medical personnel.
• It will finalise the national target of ensuring every village has a dispensary, a health centre to every ward and hospital to every district.
• It will strengthen medical research by using both local and international expertise.
• It will introduce free healthcare to elders aging 70 and above.
• NCCR will ensure health insurance will be made affordable for all Tanzanians.
• Overall, the party aims to position Tanzania as the medical tourism hub.
Environment and Housing
• If elected, NCCR promises that it will strengthen the National Environment Management Council’s (NEMC) fight against pollution.
• It will promote education on climate change and sustainable agricultural and fishery technology. • It will promote national campaign against poor waste disposal.

Press and Civil Society Organisations (CSOs)
• The NCCR commits to protecting press freedom in Tanzania.
• It will ensure the information sector is constitutionally recognised.
• It will reduce taxes on media equipment for outlets reporting on rural areas.
• It will expand journalism training internationally.
• It will simplify registration of CSOs.
Gender Equality and Special Group
• The party will provide special seats for various representative council in the country.
• The party will enact laws to protect and empower people with disabilities, including ensuring accessible facilities and employment opportunities.
• Measures will be taken to protect people with albinism from violence including sporadic killings.
• To ensure special learning equipment for people with disability are provided.
• To ensure public offices have friendly facilities for people with disability.
• To mobilise youth to form entrepreneurship groups this will be financed with soft loans.
Economy
• NCCR will improve the Integrated Land Management Information System to ease land ownership processes.
• The party will establish the National Advisory Council.
• It will ensure farmers receive modern equipment and entrepreneurship training to boost production and agri-business.
• It will improve research in agriculture.
• The party will survey and allocates land for livestock keepers.
• Livestock infrastructure will be expanded, including building more dams.
• NCCR will create markets for livestock products and establish leather processing industries.
• Promoting modern fishing by increasing collaboration between fishfolks with fishery institute including in Nyegezi and Mbegani.
• Removal of custom duties to imported food of fish resources.
To enhance establishment of industries in efforts of ensuring all local raw materials are value added before being exported.
• Establishment of iron primary industries in Liganga and Mchuchuma.
• To control inflation, for it to remain at single digit.
• To ensure national debt continues to be sustainable.
• To bring interventions that will lower interest rate in financial institutions.
• Strengthening of State Mining Corporation (STAMICO).
• Diversification of energy mix, making the country sources its power from gas, solar, hydro, wind and coal.
• To heighten anti- poaching drive and eliminate it all together.
• To increase the number of tourists to six million people in the next five years.
Arts, Culture and Sports
• The party will protect the national moral values.
• To support citizens’ projects that support local arts, culture and sports development including music, films, artcraft among others.
• To build more sport infrastructure countrywide, which will help to unearth hidden talents in sports.
• To initiate a national Olympic Games.
Transport infrastructure
• To continue with the electrified Standard Gauge Railway (SGR) project under Public-Private Partnership (PPP) framework.
• The party will come up with adoption of new transport system in major cities.
• To ensure every district council headquarters are connected with tarmac roads.
• To ensure rural roads are passable throughout the year.
National Security
• NCCR will ensure security forces are equipped with modern tools to prevent crimes.
• The party will improve security personnel working condition including provision of quality housing, addition of allowance and provision of affordable loans.
• To ensure security centres are located closer to the communities.
• The party will strengthen the National Services (JKT) to train youth, both volunteers and form six graduates.
• NCCR will build collaboration between security agencies and citizens.
Foreign affairs and international relation
• The party will strengthen understanding of international contracts across various sectors.
• It will continue addressing disputes with other countries diplomatically.
Fighting corruption.
• The party will strengthen performance of the anti corruption agencies.
• The party will ensure government appointments will be based on meritocracy.
• Under NCCR, education on preventing corruption will be promoted.
Ethics and Culture
• NCCR will uphold ethical governance, prevent moral decay and preserve the national culture.
