Some public institution, department top officials at risk of missing February salaries

IRINGA: Minister of State in the President’s Office for Public Service Management and Good Governance, George Simbachawene, has directed the Permanent Secretary in his department to withhold February salaries of heads of public institutions and departments who have not yet registered in the newly introduced Performance Management Information System (PERMIS) and Public Institution Performance Management Information System (PIPMIS).

Mr. Simbachawene issued the directive in Iringa town on Wednesday while officiating at the Public Workers’ Council.

Minister stated at the meeting that PERMIS and PIPMIS were introduced as tools for evaluating employees based on accountability as the government targets to improve the performance of its institutions and service delivery to citizens.

“We convened in Dodoma, where we were trained on how to register into the system… but it is disappointing that some employees, including heads of institutions and departments, haven’t registered yet,” the Minister said.

Presenting the 2023/24 spending plan in Parliament, Dodoma, the Minister informed lawmakers that this fiscal year, the office will focus on capacity building in the two new electronic working performance systems.

He referred to the new systems as the Public Employee’s Performance Management Information System (PEPMIS) and Public Institution Performance Management Information System (PIPMIS).

The implementation of the new systems will replace the current use of the Open Performance Review and Appraisal System (OPRAS), which is an open, formal, and systematic procedure designed to assist both employers and employees in planning, managing, evaluating, and realizing performance improvement in the organization.
